Trends in off-balance items risk management regulation of credit institutions

Abstract:

Od poloviny 90. let minulého století je jasně patrný dynamický trend v užívání podrozvahových položek v aktivitách komerčních bank. Podrozvahové položky začaly výrazně ovlivňovat rizikový profil bank a jejich ziskovost. Ekonomická krize se stala velkým milníkem ve všech oblastech finančnictví. Za původce všech problémů bývá označován bankovní systém a spolu s ním i položky účtované na podrozvahových účtech komerčních bank. Kritika regulace se začala ozývat ze všech stran. Jednak od zástupců liberálního pojetí regulace a zastánců tržní "samoregulace", ale také od zastánců striktní regulace. Cílem této práce je popsat aktuální trendy regulace v procesu řízení rizik podrozvahových položek bank. Na základě zjištěných výsledků bude v závěru vysloveno zhodnocení a formulováno doporučení ke zlepšení řízení rizik podrozvahových položek bank.

Abstract:

Since the mid-90th years of the last century dynamic trend in the use of off-balance sheet items is clearly evident in the activities of commercial banks. Off-balance sheet items begun to affect the risk profile of banks and their profitability. The economic crisis has become a major turning point in all areas of finance. The cause of all problems is generally regarded the banking system and, with it, the items those charged on off-balance sheet accounts of banks. Criticism of the regulation began to be heard from all sides. They were from the liberal concept of market regulation and a supporter of "self-regulation" or from supporters of the strict regulation. The aim of this paper is to describe the current regulatory changes in the risk management process off-balance sheet items of banks. And finally express assessments and formulate recommendations based on the findings.
