The Integrated Rescue System during intervention

Abstract:

Tato bakalářská práce je zaměřena na integrovaný záchranný systém. Cílem práce bylo zpracovat modelovou situaci, ve které je ukázán proces řešení mimořádné události od přijetí oznámení až po činnost složek integrovaného záchranného systému v místě zásahu. Byly použity metody analýza a syntéza. Teoretická část obsahuje popis a vysvětlení základních pojmů a vztahující se legislativu k integrovanému záchrannému systému. Následně je v práci popsáno krizové řízení. Posledním bodem teoretické části je rozbor hlavních a vedlejších složek integrovaného záchranného systému, jejich náplň činnosti, pravomoc, působnost a související legislativa. Použita byla platná legislativa, odborná literatura, vnitřní předpisy a interní dokumenty jednotlivých složek. V praktické části byla použita metoda modelování. Výsledkem modelové situace bylo zjištění, že vypracované plány, podle kterých složky IZS zasahují, jsou naprosto dostatečné a efektivní. Dodržením všech postupů by nemělo dojít k významné události, která by měla způsobit velké škody. Z výsledků vyplývá, že není potřeba stávající plán pro zasahující složky měnit nebo upravovat.

Abstract:

This Bachelor thesis focuses on the Integrative Emergency Services (IES). The study aims at a situation model showing the mechanism of dealing with an unprecedented incident, from the admission of the intervention to the on-site intervention. The theoretical part contains description and explanation of the main terminology and the legislation related to the IES. Subsequently, the process of Crisis Management is described in the study. The last section of the theoretical part incorporates an analysis of the primary and secondary units of the IES, range of their activities, competence, scope and the corresponding legislation. The legislation in vigour, scientific literature, internal regulations and internal documents of the respective services have been the main sources of information. A modelling method has been used in the practical part. The situation model has shown that the developed methods followed by the units of IES are absolutely sufficient and effective. No major events causing great damages should occur in case of adhering to all the methods. As a result, it is not necessary to alter or revise the current plan.
