The state microeconomic policy (elimination market failure) in the social area

Abstract:

Tato práce se zabývá trhem zdravotní péče v České republice a klade si za cíl analyzovat selhání tohoto trhu a opatření mikroekonomické politiky státu směřující k eliminaci nalezených tržních selhání. Po uvedení teoretického pojetí tržních selhání a mikroekonomické politiky státu jsou v práci nastíněny základní specifické vlastnosti trhu zdravotní péče. Následuje analýza trhu zdravotní péče bez účasti státu, ze které později vycházím při analýze tržních selhání. V další kapitole je charakterizován skutečný český systém zdravotní péče. Jádrem práce je analýza selhání trhu zdravotní péče, na níž navazuje analýza státních opatření směřujících k jejich eliminaci a stručné hodnocení těchto opatření s nastíněním některých vládních selhání.

Abstract:

This paper deals with the Czech health care market and its goal is to analyse the health care market failure and the state microeconomic policy measures leading to the elimination of revealed market failure. After theoretical references to the market failure and state microeconomic policy the paper notifies the basic specific features of the health care market. Next chapter provides the analysis of the health care market without the state intervention which is used as the background to the market failure analysis. The third chapter characterizes the real Czech health care system. The main aim of this paper is to analyse the health care market failure followed by the analysis of the state measures leading to the elimination of this failure and the brief evaluation of these measures to indicate some government failure.
