The analysis of the changes in the budget determination on the municipal authorities management on the Czech Republic regions examples

Abstract:

Cílem diplomové práce je v první části seznámení s vývojem daňových příjmů v rámci rozpočtového určení daní od roku 1993 po současnost, které plynou do rozpočtů obcí a krajů. V další kapitole jsou charakterizovány jednotlivé kraje a jejich postavení v rámci veřejné správy. V souvislosti se zabezpečováním veřejných statků v rámci samosprávné i přenesené působnosti je provedena analýza daňových výnosů ze získaných dat z krajů. Analýza se zabývá daňovými příjmy v letech 2002 - 2008, které jsou vzájemně porovnávány, jsou provedeny výpočty podílu daňových příjmů na celkových příjmech krajů, výpočty daňového příjmu na jednoho obyvatele a je provedena komparace s obcemi. V poslední kapitole je provedeno vyhodnocení dopadu daňových výnosů na výdaje krajů a na hospodaření krajů se zaměřením na financování přímých výdajů na krajské školství.

Abstract:

The purpose of the dissertation is in the first part the identification with the tax revenues development within the budget determination of the taxes from 1993 until now, which flow into the budgets of municipalities and regions. In the next chapter individual regions and their position within the public administration are described. In connection with the assurance of the public goods within the autonomous and transferred competency the analysis of tax yields from the gained dates from regions is made. The analysis deals with the tax revenues from the years 2002 - 2008, which are traded off, the calculations of the revenues participation on the total region incomes are performed, there are also calculations of the per capita revenue and the comparison among municipalities. In the last chapter the evaluation of the tax yields impact on the region expenditures and economy with a view to funding of assessed expenditures on the region education is performed.
