Impact of EU energy policy on energy policy and security of the Czech Republic

Abstract:

Ústředním tématem této práce je energetická bezpečnost a její řešení v podobě energetické politiky. Diplomová práce si klade za cíl analyzovat vývoj a současný stav energetické politiky a bezpečnosti na úrovni Evropské unie a zjistit, jaké jsou vývojové trendy, výzvy a rizika, které by mohly být, v globálním a regionálním měřítku, pro budoucnost energetické bezpečnosti Evropské unie hrozbou. První část práce se věnuje teoretickému vymezení energetické bezpečnosti. Druhá část práce se zabývá energetickou bezpečností a politikou na úrovni EU, která je jednou z nejvíce rychle se rozvíjejících oblastí EU. Vlivem Evropské unie se rozvíjí i energetická politika a bezpečnost České republiky, která bude v této práci podrobně rozebrána v rámci třetí kapitoly z hlediska současného složení energetického mixu, dovozu primární energie, diverzifikace importů, infrastruktury a dalších kritérií. Bude zkoumána možnost využití domácích zdrojů energie v budoucnu a importní závislost České republiky. Práce si stanovuje hypotézu, že importní závislost České republiky na dodávkách energetických surovin je vnímána jako bezpečnostní problém a větší diverzifikace zdrojů by mohla být řešením. V rámci čtvrté kapitoly budou představeny české energetické zájmy, které budou dále zasazeny do kontextu unijních priorit a bude zodpovězena otázka, do jaké míry se tyto zájmy prolínají.

Abstract:

The main topic of this thesis is energy security and its solution in the form of an energy policy. The aim of this thesis is to analyse the development and the current state of the energy policy and security on the European Union level as well as identify the development trends, challenges and risks that could be a threat to the future of the European Union energy security on a global and regional scale. The first part of the thesis deals with the theoretical definition of an energy security. The second part explains the energy security and policy at the EU level, which is one of the most rapidly developing areas of the EU. The energy policy and security of the Czech Republic are both developing under the influence of the European Union, which will be discussed in detail in the third part in terms of the current composition of the energy mix, primary energy imports, import diversification, infrastructure, and other criteria. This part also discusses the possibility for utilization of the domestic energy sources in the future and the energy import dependence of the Czech Republic. The hypothesis of this thesis is that the import dependence of the Czech Republic on the supply of energy raw materials is perceived as a security problem; therefore, a greater diversification of the energy sources could be a solution. The fourth part will introduce the energy interests of the Czech Republic in terms of EU priorities as it gives the answer to the question of how much these interests overlap.
