Abstract:

Tato diplomová práce se zaměřuje na analýzu způsobů zabezpečování veřejných služeb ve vybraném vzorku obcí v České republice. Na začátku práce jsou vymezeny teoreticko-metodologická východiska výzkumu, následně je práce zaměřená definování teoretického rámce kontrahování veřejných služeb. Cílem teoretické části práce je poskytnout přehled o různých formách poskytování veřejných služeb, zejména se zaměřuje na kontrahování jako jednu z hlavních forem poskytování veřejných služeb. Důraz je kladen na zpracování a vyhodnocení dat získaných z výzkumu provedeného ve vybraném vzorku obcí v Ústeckém kraji. V rámci výzkumu byly analyzovány způsoby poskytování vybraných veřejných služeb, způsoby výběru dodavatele a podmínky uzavíraných smluv mezi obcemi a externími poskytovateli. V závěru práce jsou porovnány výsledky výzkumu s již provedenými výzkumy v České republice a Slovenské republice, což přispívá k celkovému poznání problematiky zabezpečování veřejných služeb v obcích.

Abstract:

This master's thesis focuses on the analysis of methods for ensuring public services in a selected sample of municipalities in the Czech Republic. The theoretical and methodological foundations of the research are defined at the beginning of the thesis, followed by a focus on defining the theoretical framework of public service contracting. The aim of the theoretical part of the thesis is to provide an overview of various forms of providing public services, with particular emphasis on contracting as one of the main forms of service provision. Emphasis is placed on the processing and evaluation of data obtained from research conducted in a selected sample of municipalities in the Ústí nad Labem Region. Within the research, the methods of providing selected public services, the selection of suppliers, and the conditions of contracts between municipalities and external providers were analyzed. In the conclusion of the thesis, the research results are compared with previous studies conducted in the Czech Republic and Slovakia, contributing to an overall understanding of the issues related to ensuring public services in municipalities.
