Setting up a waste collection strategy that meets the objectives new law on waste

Abstract:

Práce je případovou studií vybraného území. Popisuje současný systém nakládání s odpady a vyhodnocení dosavadního odpadového hospodářství. Literární rešerše zahrnuje terminologii související s odpadovou problematikou, přehled zákonných předpisů včetně jeho vývoje a historie. Dále pak souhrn nejčastěji se vyskytujících odpadů a nádob na odpad. Krátce se zabývá také eventualitou značení a zabezpečení nádob. Součástí literární rešerše jsou také možnosti a povinnosti obce při nakládání s odpady. V práci byly uplatněny metody rešeršního a terénního šetření a metoda komparativní. V rámci rešeršního šetření byla popsána zákonná problematika a druhy odpadů, které se vyskytují nejčastěji. Metoda terénního šetření byla analýzou současného stavu a metoda komparativní pak srovnáním výsledků s jinými územními celky. Srovnávací metodou bylo zjištěno, že míra třídění je vyšší jak 70 % a všechny vytříděné složky jsou odeslány k recyklaci. Z výsledků vyplývá nutnost zlepšení povědomí veřejnosti k přístupu nakládání s odpady vzhledem k navyšování poplatku za odpad uložený na skládku do roku 2025. V případě, že se podaří zvýšit množství separovaného odpadu a kompostování bioodpadu, náklady se celkově sníží a zbylé prostředky mohou být využity do nových technologií třídění a motivace občanů.

Abstract:

This thesis is a case study of a selected area. It describes the current waste management system and an evaluation of the existing waste management. The literature search includes terminology related to waste issues, an overview of the legal regulations including its development and history. It also provides a summary of the most commonly occurring waste and waste containers. It also briefly discusses the possibility of marking and containers protection. The literature review also includes the municipality's waste management possibilities and responsibilities. The methods used in this thesis are:the research survey, field study and comparative method. The research survey described the legal issues and the types of waste that occur most frequently. The field study method was an analysis of the current waste situation and the comparative method was the results comparison with other local authorities. This method found that the sorting rate is above 70 % and all sorted materials are sent for recycling. The results show the necessity to improve public awareness of the waste management approach in view of the increase in the landfill fee by 2025. If the amount of separated waste and bio-waste composting can be increased, the overall costs will be reduced and the remaining funds can be used in new sorting technologies and motivation of citizens to sort the waste out.
