Regional Elections in Italy 2000 – 2005: Second – order Elections Theory and Electoral Cycle

Abstract:

Anotace V této práci se autorka snaží poskytnout vícedimenzionální analýzu fenoménu italských regionálních voleb v období 2000 – 2005 perspektivou teorie voleb druhého řádu a volebního cyklu. V teoretické části je popsán vývoj konceptu volebního cyklu v USA a následně v Evropě, kde je těsně spjat s teorií voleb druhého řádu. Autorka popisuje charakteristiky dimenze vládnutí v Italské republice a stručně charakterizuje principy jejich fungování a pravomoci na celostátní a regionální úrovni vládnutí. Analyzuje výsledky čtyř hypotéz týkajících se volební účasti, volebního systému a rozdílu mezi získanými hlasy v regionálních volbách a předpokládaném podílu hlasů definovaném Rainerem Dinkelem, k jejichž výpočtu užívá výsledků senátních voleb z let 1996, 2001 a 2006 a regionálních voleb 2000 a 2005. K testování hypotéz využívá volební výsledky vládních a opozičních stran, které jsou představovány pravo-středovou koalicí a levo-středovou koalicí. V závěru jsou předloženy výsledky analyzovaných hypotéz a zhodnocena druhořadost italských regionálních voleb. Zásadnější odklon od předpokládaného modelu vytváří zejména levo-středová vládní koalice v regionálních volbách 2000, které se podařilo získat vyšší skutečný podíl hlasů než předpokládaný podíl hlasů, ačkoli v těchto volbách nezvítězila.

Abstract:

The Abstract This article aims to give the multi - dimensional analysis of the phenomen of italian regional elections in 2000 –2005 in the perspective of the Second Order Theory and electoral cycle. In the theoretical part of this article is the description of the progression of the electoral cycle concept in USA and after in Europe as the part of the Second Order Elections Theory. The author descripes characteristics point of multi-level governing in Italy and explains basic characteristics of their principles of functions and their powers on the statewide and regional level. The author analyses four main hypothesis about the voting turnout, the electoral system and the difference between votes from regional elections and the expected votes shares made by Rainer Dinkel. For this calculating of expected votes shares were used voting results for the governing and opposition party from elections to The Second Chamber of Italian Parliament – Senato della Republicca. These parties are represented by center- right and center-left coalitions. Results of analysis of these hypothesis are presented in the conclusion of this article. The most distinct difference is in the resuts of governing center-left coalition in the regional elections 2000, in which gained better electoral results than expected vote share and in fact did not win these elections.
