Abstract:

Předložená práce představuje konflikt v Afghánistánu, který probíhal v letech 2001 až 2021, kterého se účastnily jednotky západních koaličních armád a hnutí Tálibán společně s dalšími povstaleckými hnutími. Tento konflikt vznikl jako reakce na útok z 11. září 2001 v New Yorku a cílem bylo zajmout nebo zabít vůdce teroristické organizace al-Qá´ida Usámu bin Ládina a komplexně omezit možnosti této organizace na území Afghánistánu. V první části je analyzována operace Trvalá svoboda (Operation Enduring Freedom, OEF), která si kladla za cíl zničit teroristickou organizaci al-Qá´ida, následována bojovou misí Mezinárodní ch bezpečnostních podpůrných sil (International Security Assistance Force, ISAF), která měla za úkol stabilizovat zemi a podporovat vládu. Tuto misi v roce 2014 nahradila poradenská a výcviková mise Rozhodná podpora (Resolute Support, RS), která setrvala až do 31. srpna 2021, kdy byla definitivně ukončena přítomnost koaličních armád v zemi. Druhá část práce je zaměřena na přítomnost koaličních jednotek Severoatlantické aliance NATO a jejich vliv na civilní obyvatelstvo. Jsou zde analyzovány jednotlivé oblasti veřejného života místních obyvatel v kontextu probíhajících operací, dále pak informace z oblasti ekonomiky, vzdělání, lidských práv nebo například korupce či bezpečnosti jsou vždy vsazeny do širšího rámce pro pochopení problematiky v daném časovém horizontu. Třetí část práce popisuje konflikt z pohledu teorie konfliktu a rámuje celé ozbrojené střetnutí mezi koaličními jednotkami a povstaleckými skupinami jako ozbrojený konflikt vysoké intenzity. Na konkrétních údajích je popsán probíhající asymetrický konflikt, jsou ukázány způsoby použití síly na obou stranách konfliktu, a představeny výhody a nevýhody metod boje na území Afghánistánu.

Abstract:

The submitted thesis examines the conflict in Afghanistan that took place between 2001 and 2021, involving forces of Western coalition armies and the Taliban movement, along with other insurgent groups. The conflict emerged as a response to the terrorist attacks of September 11, 2001, in New York, with the primary objective of capturing or eliminating the leader of the terrorist organization al-Qá´ida, Osama bin Laden, and significantly limiting the organization’s operational capabilities within the territory of Afghanistan. The first part of the thesis analyses Operation Enduring Freedom (OEF), which aimed to dismantle the al-Qá´ida terrorist organization. This was followed by the combat mission of the International Security Assistance Force (ISAF), tasked with stabilizing the country and supporting the Afghan government. In 2014, this mission was replaced by the advisory and training mission Resolute Support (RS), which continued until August 31, 2021, when the presence of coalition forces in Afghanistan was formally concluded. The second part of the thesis focuses on the presence of coalition forces of the North Atlantic Treaty Organization (NATO) and their impact on the civilian population. It analyses various aspects of public life in the context of ongoing military operations. Issues related to the economy, education, human rights, corruption, and security are examined within a broader analytical framework in order to provide a comprehensive understanding of developments over the given period. The third part of the thesis approaches the conflict from the perspective of conflict theory and conceptualizes the confrontation between coalition forces and insurgent groups as a high-intensity armed conflict. Based on empirical data, the thesis analyses the asymmetric nature of the conflict, examines the methods of force employment used by both sides, and evaluates the advantages and disadvantages of different combat strategies within the Afghan operational environment.
