Czech Television Strategy for Production of Czech Feature Distribution Films in the Years 1992-2002

Abstract:

Od samotného vzniku televize veřejné služby v České republice v roce 1992 je diskutována otázka role České televize v české kinematografii. Přestože zákon o České televizi definuje pouze vágně povinnost televizního vysílatele veřejné služby podporovat českou kinematografii, sehrála Česká televize v prvních deseti letech svého působení jednu z klíčových rolí v českém filmu. V letech 1992–2002 se podílela na vzniku celkem 128 celovečerních filmů, v průměru každý rok podpořila přibližně 11 titulů a jen zcela výjimečně vznikl distribuční film bez kooperace s Českou televizí. Na druhou stranu bylo České televizi nezřídka vyčítáno zneužívání jejího dominantní postavení na domácím trhu. Velmi často se tak stávala terčem kritiky ze strany nezávislých producentů, kteří se na straně jedné bez finanční i nefinanční podpory České televize neobešli a na straně druhé byli nuceni akceptovat její smluvní podmínky. Především tlak nezávislých producentů, ale také nástup komerčních televizních stanic na našem území či ekonomická stabilita České televize, to vše ovlivňovalo strategii televize veřejné služby v oblasti výroby celovečerních distribučních filmů. Tato strategie se tak přirozeně v průběhu prvních deseti let proměňovala a přizpůsobovala novým podmínkám. Má práce proto hledá odpověď na otázku, jakou strategii zvolila Česká televize v prvním desetiletí své existence v oblasti podpory české kinematografie a jak tato strategie korespondovala s posláním a povinnostmi média veřejné služby v České republice.

Abstract:

After 1989, the state hardly showed any interest in participating in Czech film production and shifted responsibility for cinematography to the sphere of private entrepreneurial businesses. However, entrepreneurs were unable to stand their ground in a market with over 10 million inhabitants and it had become necessary to find a strategic partner to back up cinematography, regardless of return on their capital investments made. It had just been Czech Television they made the strategic partnership with. During the monitoring period, Czech Television supported the development of national cinematography in the form of both direct support (own TV production, co-production) and indirect support (material performance, publicity, disclosure of archives, etc.). In the years 1992–2002, the support given to the development of national cinematography had, above all, a double dimension of importance, being of strategic character: 1) routinely provided attractive content into broadcasting that would even stand up to competition from other commercial stations´ programmes, 2) became an integral part to fulfil its mission of public service television in the Czech Republic, by which Czech Television was justifying its existence. And last but by no means least, distribution films were striving to enhance the goodwill of Czech Television and improve its public image. Thus, support of the film industry had become one of the key points of the Czech Television strategy and had been included in priorities, being a type of TV production for minorities in the community, news or programmes for children and youth.
