Cooperation of public administration units in solving the problem of violence against children in families

Abstract:

Diplomová práce se věnuje problematice týrání dítěte v rodině. Práce je teoreticky praktická. Teoretická část se věnuje problematice týrání dítěte, popisuje projevy a důsledky syndromu týraného a zneužívaného dítěte, formy a důsledky týrání pro psychický i fyzický vývoj jedince. Zpracovává problematiku z pohledů platných zákonných norem, které platí pro oblast školství, zdravotnictví, státní správy a Policie České republiky. Praktická část se věnuje komparaci dat získaných ze statistik Policie České republiky a organizací, které se zabývají pomoci obětem trestných činů. Další kapitolou praktické části je komparace kazuistik vybraných případů, ve kterých především sleduje mechanismus odhalení týrání, postup jednotlivých zúčastněných subjektů při řešení případu a dopad na týraného jedince. Cílem diplomové práce je poukázat na obtížnost odhalovaní týrání dítěte v rodině, na složitost procesu dokazování trestného činu a úspěšného řešení konkrétních případů, a tím na nutnosti spolupráce více složek státní správy.

Abstract:

The diploma thesis deals with the issue of child abuse in the family. The work is theoretically practical. The theoretical part deals with the problem of child abuse, describes the manifestations and consequences of the abused and abused child syndrome, the forms and consequences of abuse for the psychological and physical development of an individual. It processes the issue from the point of view of valid legal standards that apply to the field of education, healthcare, state administration and the Police of the Czech Republic. The practical part is devoted to the comparison of data obtained from the statistics of the Police of the Czech Republic and organizations that deal with helping victims of crimes. The next chapter of the practical part is a comparison of the case studies of selected cases, in which the mechanism of discovering abuse, the progress of the individual participating entities in solving the case and the impact on the abused individual is primarily observed. The aim of the diploma thesis is to point out the difficulty of detecting child abuse in the family, the complexity of the process of proving a crime and the successful solution of specific cases, and thus the necessity of cooperation between several parts of the state administration.
