The Role of Active Employment Policy in the Process of Integration of Roma

Abstract:

Abstrakt Práce se zabývá problematikou integrace Romů do majoritní společnosti. Zjišťuje, jakou roli hraje v procesu integrace aktivní politika zaměstnanosti. Nezaměstnanost hraje klíčovou úlohu v sociální exkluzi Romů. Ztráta zaměstnání je dominantním mechanismem, který v České republice vede k sociálnímu vyloučení. Od nezaměstnanosti je pouze malý krůček k chudobě, která s sebou přináší další překážky v zapojování se do běžného společenského života a tím i v cestě k integraci. Hlavním cílem mé diplomové práce je ověřit zda zaměstnání ovlivňuje integraci sociálně vyloučených Romů a jaká složka aktivní politiky zaměstnanosti tomuto procesu nejvíce pomáhá. Pro ověření hypotéz jsem zvolila kvalitativní metodu šetření, jejímž závěrem je, že zaměstnanost rozhodně přispívá k integraci Romů do společnosti, a že v procesu získávání zaměstnání hraje důležitou úlohu úřad práce. Nejúčinnějším nástrojem aktivní politiky zaměstnanosti je, podle výsledků šetření, rekvalifikace.

Abstract:

Abstract The thesis deals with an issue of the Romani ethnic group integration into the majority society. It tries to figure out what role the active employment policy plays in the process of integration. Unemployment plays a key role in social exclusion of the Romani people. Job loss is the dominant mechanism leading to their social exclusion in the Czech Republic. Unemployment is only a small step to poverty, which brings further obstacles to engage in ordinary social life, and thus also stands in the way to integration. The main aim of my thesis is to verify whether employment influences the integration of socially excluded Romani ethnic group and what component of the active employment helps this process most. To verify the hypotheses, I chose a qualitative method of inquiry, which concludes that employment certainly contributes to the integration of Romani people into society, and that the labour office plays an important role. According to the survey, the most effective instrument of active employment policy is retraining.
