Weak states as security theme of current international system. Case study. Afghanistan and Iraq.

Abstract:

Fenomén slabých a rozpadajících se států se vyskytuje v mezinárodním systému již celá tisíciletí, ale součástí vědeckých a politických debat se stává v polovině 90. let minulého století, a to v souvislosti s rozpadem států po skončení Studené války a rozpadem Sovětského svazu. Dalším popudem k vědecké debatě o slabých státech se staly především teroristické útoky z 11. září 2001. Od této chvíle jsou v kontextu nového globalizovaného přístupu slabé a rozpadající se státy bezpečnostní hrozbou pro ostatní státy bez ohledu na jejich geografickou vzdálenost.Ačkoliv jsou slabé a rozpadající se státy mezinárodně uznány, nejsou schopny plnit základní funkce státu, a to především bezpečnost. Některé z možných faktorů vedoucích k oslabení státu jsou ukázány na případových studiích Iráku a Afghánistánu.Cílem práce je pokusit se ukázat vliv slabých států na mezinárodní systém a dopady zahraničních intervencí ve vybraných státech, tedy Iráku a Afghánistánu.

Abstract:

Weak and failing states have existed in the international system for a long time. However, they become the topic of scientific debate only with the end of the Cold War and especially after the terrorist attacks of September 11, 2001. From that moment on, weak and failing states represent, in the context of the new globalized approach, security threat to other countries, regardless of their geographic location. Weak and failing states, though internationally recognized, are unable to perform the basic state functions, above all the assurance of security. This bachelor?s thesis discusses the possible factors leading to the weakening of states. These factors are further divided into social, economic and political-military ones. The work focuses on two particular states, Afghanistan and Iraq, which were chosen because of their instability and topicality. The presented case studies of these two countries describe the history of the countries and possible factors that led to their weakening. There are two goals of this work. First, to find a possible explanation to the problém of the impact weak and failing states have in international security system. Second, to specify the influence of international intervention to Iraq and Afghanistan respectively. ?
