Oncological Patients Treatment Financing in the Czech Republic

Abstract:

Cílem této práce je analýza právní úpravy financování léčby onkologických pacientů v České republice včetně návrhů opatření de lege ferenda, které by mohly pomoci ke zlepšení dlouhodobé udržitelnosti finančního systému zdravotní péče v České republice a efektivnějšímu přerozdělování prostředků úhrad v rámci financování zdravotní péče. V teoretické části práce jsem se věnovala propojení regulovaných oblastí, jako je zdravotní péče a modely financování zdravotnictví. Dále jsem popisovala základní úhradové mechanismy zdravotní péče se zaměřením na onkologickou léčbu, včetně jejich výhod a nevýhod. Následně jsem se zabývala léčivými přípravky, které tvoří významnou složku ve struktuře nákladů na poskytovanou zdravotní péči. V závěrečné části práce jsem zpracovala návrhy opatření, které by měly sloužit jako východiska pro komplexnější a efektivnější financování zdravotní péče. Na základě výše uvedeného jsem dospěla k závěru, že je nutné věnovat pozornost skutečnostem, odkud jsou zdroje na financování zdravotnictví čerpány, aby mohla být nalezena optimální struktura financování, jinak je dosavadní způsob hrazení výdajů dlouhodobě neudržitelný.

Abstract:

This works aim is to analyze the legal regulation of financing the treatment of cancer patients in the Czech Republic, including proposals for de lege ferenda measures that could help improve the long-term sustainability of the financial system of health care in the Czech Republic and more efficient redistribution of reimbursement within health care financing. The subject of the theoretical part is the interconnection of regulated areas, such as health care and health care financing models. I also described the basic reimbursement mechanisms of health care with a focus on cancer treatment, including their advantages and disadvantages. Subsequently, I dealt with medicines, which form a significant component in the structure of costs for the health care provided. In the final part of the work, I developed de lege ferenda proposals, which should serve as a basis for more comprehensive and effective financing of health care. Based on the above, I concluded that it is necessary to pay attention to the facts from which the resources for health care financing are drawn to find the optimal structure of financing, otherwise the current method of reimbursement is unsustainable in the long run.
