The EU Internal-External Security Nexus: Case Study of Operation Sophia

Abstract:

Jedním z charakteristických rysů proměn současného bezpečnostního prostředí je oslabování hranice mezi vnitřními a vnějšími aspekty bezpečnosti. Předložená diplomová práce se zabývá otázkou prolínání vnitřní a vnější bezpečnosti EU. Tyto dvě původně oddělené dimenze jsou na úrovni EU zastoupeny politikami SBOP a JaV. Pro zjištění deklarovaného prolínání těchto politik bude zkoumána kooperace jejich zástupců – tedy spolupráce Operace Sophia spadající pod SBOP a agentur Frontex, Europol a Eurojust spadajících do politiky JaV. Cílem práce je vyhodnocení posunu v posilování vazeb mezi SBOP a JaV aktéry v oblasti KM EU a potažmo posunu při celkovém prolínání vnitřní a vnější bezpečnosti na úrovni EU. V rámci případové studie spolupráce Operace Sophia se zmíněnými agenturami se čtenář dozví, nakolik je Operace Sophia důkazem, že k tomuto prolínání dochází a jaké jsou konkrétní faktory, které toto prolínání reflektují.

Abstract:

Weakening of the border between the EU's internal and external security policy is one of the signatures of changes of the current security environment. The main topic of this thesis is thus the internal-external security nexus within the EU. These two initially separated security areas are represented at the EU level by the CSDP and the JHA policies. In order to identify the declared overlap between these policies, the co-operation of their representatives – cooperation between the Operation Sophia falling under the CSDP and agencies Frontex, Europol and Eurojust representing JHA – will be examined. The aim of this paper is to evaluate the shift in strengthening the links between the CSDP and the JHA actors in the area of EU crisis management and, consequently, the shift in the overall merging of internal and external security at EU level. Using the case study method of analysing Operation Sophia's cooperation with these agencies, the reader will acknowledge what are the specific factors that reflect this cooperation and thus whether Operation Sophia can be regarded as a showcase of the internal-external security nexus.
