Pedagogical, Legal and Economic Aspects of Inclusion in Czech Education Law

Abstract:

Tématem této bakalářské práce je pohled na inkluzivní vzdělávání ze třech různých aspektů, a to vzdělávacích, ekonomických a právních. Kapitola věnovaná vzdělávacím aspektům se zabývá termínem a definicí inkluze a rozdílu mezi integrací a inkluzí. V souvislosti s inkluzí se v této kapitole rozebírají termíny exkluze a segregace, kde jsou tyto termín krátce vysvětleny a definovány. Dále se kapitola věnuje asistentovi pedagoga, jeho funkci a postavení ve škole. S tímto souvisí i asistent žáka, který má odlišné postavení než asistent pedagoga. Závěrem této kapitoly je vhled do fungování inkluzivního vzdělávání v různých státech Evropy. Druhá kapitola této práce je zaměřena na právní aspekt inkluze, kde je na začátku shrnutý teoretický rámec legislativního procesu. Druhá část pojednává o legislativním procesu přijetí novely školského zákona, které probíhalo ve třech čteních v Poslanecké sněmovně. V třetí kapitole týkající se ekonomického aspektu je rozebráno financování inkluzivního vzdělávání, a to z pohledu Základní školy Žitomířské v Českém Brodě, okres Kolín. Praktická část je ve formě dotazníkového šetření, které je věnované pohledu na inkluzi z pozice pedagogických pracovníků. Na začátku praktické části byly stanoveny vědecké teze a ty byly na základě analýzy výsledku z dotazníkového šetření vyhodnoceny.

Abstract:

The bachelor thesis offers an in-depth exploration of inclusive education through three distinct lenses: educational, economic, and legal aspects. In the section on educational aspects, the thesis introduces the concepts and definitions of inclusion, contrasting it with integration. It further touches upon related terms such as exclusion and segregation, providing brief explanations and definitions. The roles of teaching assistants in schools are also discussed, emphasizing their functions and positions. This is contrasted with the roles of pupil assistants, who have distinct statuses and responsibilities. This chapter concludes by examining the functioning of inclusive education across various European nations. The subsequent chapter on legal aspects begins by outlining the theoretical framework underlying the legislative process. It then zooms in on the legislative journey of the amendment to the Education Act, detailing its three readings in the Chamber of Deputies. In the chapter dedicated to economic aspects, the thesis analyzes the economic dimensions of inclusive education from the perspective of the Primary School Žitomířské – Český Brod, Kolín district. Complementing the theoretical discussions, the thesis features a practical component in the form of a questionnaire survey. This section seeks to capture the views on inclusion from the teaching staff's standpoint. Before delving into the survey results, the scientific hypotheses are presented, which are subsequently assessed based on the findings from the survey.
