Turkish deflection from kemalismus and influence of those inside - political conversion to Turkish foreign policy

Abstract:

Turecko dlouhou dobu patřilo k zemi, která by se dle západních měřítek mohla stát modelem pro jiné státy. Turecká republika, jež byla založena Mustafou Kemalem Atatürkem, se stala první republikánskou formou vlády v muslimském světě. Atatürk sekularizoval stát a zavedl významné reformy a změny v turecké společnosti. V této souvislosti se mluví o ideologii kemalismu. Důležitým prvkem kemalismu bylo odstranění vazeb Turecka na osmanskou minulost. Cílem bylo přerušit vztahy s islámským Východem a usnadnit komunikaci se západním světem. Od roku 1923 provádělo Turecko razantní modernizaci s pozitivní orientací vůči Evropě. Cílem bylo převzetí evropských hodnot. V roce 1952 Turecko vstoupilo do NATO. Turecko rovněž dlouhodobě usiluje o vstup do Evropské unie. Po atentátech z 11. září 2001 se připojilo k válce proti terorismu. K Turecku se přistupuje jako k atlantické zemi. Strategické spojenectví se Spojenými státy americkými se často považuje za jeden z klíčových prvků turecké zahraniční politiky.V poslední době se však dá vysledovat určitý posun od tradičního směřování na Západ. Po mnoha letech strategické spolupráce se dokonce zdá, že se Turecko a Spojené státy americké stávají protivníky ? zvláště na Blízkém východě. Tato změna je spjata s vládou AKP pod vedením Recepa Tayyipa Erdogana. Turecká zahraniční politika se mění.. Současný kurz turecké zahraniční politiky věnuje významnou pozornost oblasti Blízkého východu. Vládní strana AKP se již od roku 2002 snaží posilovat vztahy s arabským světem. Turecký vliv dnes proniká do Sýrie, Iráku a dokonce i do Íránu. Tato částečná změna orientace na blízkovýchodní region je některými odborníky označována za návrat k politice Osmanské říše, respektive k neo-otomanismu. Cílem předkládané diplomové práce bude analýza tureckého odklonu od kemalismu a vlivu této vnitropolitické změny na tureckou zahraniční politiku. Důraz bude kladen především na období po roce 2002, kdy se k moci dostala ?umírněná islamistická? strana AKP. Hlavní hypotézou práce bude, že změna zahraniční politiky je výsledkem určitého odklonu od kemalistické ideologie.

Abstract:

Turkey has long been considered as the country that, according to the Western standards, could become a model for other states. The Republic of Turkey, which was founded by Mustafa Kemal Ataturk, was the first state to introduce the Republican form of government in the Muslim world. Atatürk secularized state and introduced important reforms and changes in the Turkish society. These changes are labelled as the ideology of kemalism. An important element of kemalism was the elimination of Turkish ties with the Ottoman past. The aim was to abolish the ties with the Islamic East and facilitate communication with the West. Since 1923, Turkey has engaged in deep modernization with a positive orientation towards Europe. The aim was to take over European values. In 1952 Turkey joined NATO and started to be treated as an Atlantic country. Strategic alliance with the United States is often regarded as one of the key elements of the Turkish foreign policy. After the attacks of 11 September 2001, Turkey joined the war against terrorism.Turkey has also long aspired to be accepted as a member state of the European Union. However, a shift from the traditional orientation to the West has been observed recently. After many years of strategic cooperation, Turkey and United States even seem to become opponents - especially in the Middle East. This change is associated with the AKP government led by Recep Tayyip Erdogan. AKP government has been trying to strengthen relations with the Arab world since 2002. Today, Turkish influence penetrates into Syria, Iraq and even to Iran. This partial change of orientation on the Middle East region is called, by some experts, a return to the policy of the Ottoman Empire, or more precisely, the neo-ottomanism. The aim of this thesis is to analyse Turkey's shift from kemalism and the influence of the internal political changes on Turkish foreign policy. The emphasis is put on the period after the year 2002, when the ?moderate Islamist? AKP came to power. The main hypothesis is that the change in the foreign policy is the result of the deviation from the Kemalist ideology.
