2006 and 2009 gas crises’ impact on EU energy policy formation

Abstract:

Předkládaný text se zabývá plynovými krizemi v letech 2006 a 2009 a jejich vlivem na formování energetické politiky Evropské unie. Chakateristika jednotlivých aktérů tohoto mezinárodního konfliktu a jejích rolí -- Ruská federace jako dodavatel, Ukrajina jako tranzitní země a Evropská unie jako odběratel, je nutná pro pochopení důvodů a příčin vzniku sporů o zemní plyn. Ten je v dnešní době považován za strategickou surovinu v oblasti energetiky, jakékoliv nejasnosti dodávek jsou proto vnímány jako ohrožení bezpečnosti států. Stručný přehled konfliktních bodů ve vzájemných vztazích, konkrétní kroky a opatření k vyřešení krize a její důsledky jsou důležité k vysledování vlivů, které se zasadily o formování nové sdílené politiky EU. Energetická politika je pak výsledkem těchto střetů a má za cíl vytvořit strategii pro konkurenceschopnou, udržitelnou a bezpečnou energii v Evropě.

Abstract:

The submitted text pursues 2006 and 2009 gas crises and their impact on EU energy policy formation. The characterization of individual actors of this international conflict and their role - Russian Federation as a supplier, Ukraine as a transit country and the European Union as a buyer, is necessary to understand the reasons and causes of these disputes over the natural gas. Today, it is considered to be a strategic raw material in the energy sector, any uncertainties of its supply are therefore perceived as a threat to national security. A brief summary of conflict points in their relations, concrete steps and measures to resolve the crisis and its consequences are important in order to trace the influences that saw through the formation of a new common EU policy. Energy policy is then the result of these conflicts and aims to develop a strategy for a competitive, sustainable and secure energy in Europe.
