The Republic of Turkey in NATO after the Cold War

Abstract:

This diploma thesis called „The Republic of Turkey in NATO after the Cold War“ deals with the evolution of internal debates in NATO and with the opinion of Turkey in these topics. The examined issues are: enlargement of NATO, strategic concepts, anti-ballistic missile defense, crisis management operations and the relationship between NATO and Russia. The thesis characterizes the position of Turkey to mentioned topics and the changes in this position. Thesis concludes that the foreign policy of Turkey is differentiating from the period of Cold War. The present foreign policy is influenced by the economic relations and the will to dominate Turkish strategic area. Turkey still considers NATO to be the guarantee for security of the country however it has a desire to be seen as a strong actor with individual foreign policy. The thesis also evaluates the Turkish membership in NATO and it concludes that Turkey supports the activities of NATO which are in line with its own goals and in these cases is a very active member of the Alliance. On the other hand, if NATO operates in contradictions to Turkish aims, Turkey is not willing to support these operations; moreover it even in some cases stands as a problematic partner to NATO. This behavior suggests that Turkey does not cooperate with NATO on the bases of mutual solidarity but it mostly chooses pragmatically based decisions that are in accordance with its own foreign policy goals.

Abstract:

Diplomová práca s názvom „Turecká republika v NATO po studenej vojne“ sa zaoberá vývojom interných debát v Severoatlantickej Aliancii a postojom Tureckej republiky k nim. Ide o témy, ktoré rezonovali v NATO od konca studenej vojny, a to: rozširovanie aliancie, zmeny strategických koncepcií, postoje k protiraketovej obrane, operáciám krízového manažmentu a vzťahu NATO k Ruskej federácií. Práca pomocou analýzy zdrojov charakterizuje postavenie Turecka voči daným otázkam a zmeny v tomto postoji. V záveroch práca stanovuje, že Turecko diverzifikuje svoju zahraničnú politiku, zatiaľ čo počas studenej vojny ju formovali otázky bezpečnosti a blokovej príslušnosti krajiny, dnes je diplomacia Turecka vedená najmä ekonomickými vzťahmi a snahou dominovať svojej strategickej oblasti s využitím rozmanitých spojenectiev. Turecko stále považuje NATO za garanta bezpečnosti, avšak chce byť vnímané ako silný aktér s individuálnou politikou a rozhodovaním a nie ako len poslušný spojenec NATO. Záverom práca hodnotí tiež turecké členstvo v NATO z pohľadu jeho spolupráce s ostatnými aktérmi v aliancii. Turecko podporuje aktivity NATO a je iniciatívne v aliancii v prípade, že tieto činnosti sú v zhode s tureckými záujmami. Pokiaľ však NATO operuje mimo tureckých záujmov alebo v ich protiklade , Turecko tieto rozhodnutia nepodporuje. Nespolupracuje teda s alianciou na základe nejakej vzájomnej solidarity, ktorú skôr vidíme za rozhodnutiami európskych spojencov, ale na základe pragmatického postoja a toho, či je daná aktivita prínosná pre Turecko a najmä jeho postavenie v strategických oblastiach.
