Comparison of health care financing in the Czech Republic and the USA by 2021 and the possibility of reform

Abstract:

Bakalářská práce se zabývá porovnáním zdravotnických systémů v oblasti financování v České republice a ve Spojených státech amerických k roku 2021. Hlavním úkolem této práce je komparace obou zdravotních systémů. Jsou zde navrhnuty i možná doporučení, která se vztahují na zlepšení systému financování zdravotnictví v ČR a v USA. V teoretické části jsou uvedeny základní pojmy vztahující se k zdravotnictví a charakteristika zdravotnických systémů především Tržního a Bismarckova systému. Praktická část je zaměřena na oba modely, které jsou rozebrány a posléze porovnávány podle výdajů určených na zdravotnictví jak soukromých, tak veřejných a v neposlední řadě i přímých plateb domácností. Tyto ukazatele jsou zpracovány podle dat z OECD a Českého statistického úřadu. Z komparace lze vyvodit zjištění, že veřejné zdroje tvoří většinovou část podílu ve financování zdravotní péče v ČR a naopak v USA je zdravotnický systém více zaměřen na soukromé zdroje. Kromě toho je z komparace zřejmý dvakrát vyšší podíl finančních prostředků z HDP vynaložený na zdravotní systém v USA než v ČR. Oba státy budou v následujících letech vystaveni problému stárnutí populace a zvyšujícím se výdajům na zdravotnictví.

Abstract:

The bachelor thesis deals with the comparison of health systems in the area of financing in the Czech Republic and the United States of America by 2021. The main task of this thesis is to compare both health systems. Possible recommendations are also suggested that relate to improving the health care financing system in the Czech Republic and the USA. In the theoretical part, basic concepts related to health care and characteristics of health care systems especially the Market and Bismarck systems are presented. The practical part focuses on the two models, which are discussed and then compared according to the expenditures devoted to health care, both private and public, and, last but not least, direct household payments. These indicators are based on data from the OECD and the Czech Statistical Office. The comparison shows that public sources account for the majority of the share of health care financing in the Czech Republic, while in the USA the health care system is more focused on private sources. In addition, the comparison shows that twice as much of GDP is spent on the health system in the USA than in the Czech Republic. Both countries will be faced with the problem of an ageing population and increasing healthcare expenditure in the coming years.
