The concept of integrated territorial investments in the Operational Program Entreprise and innovation for competitiveness in the program period 2014 to 2020: A critical evaluation.

Abstract:

Diplomová práce se zabývá konceptem Integrovaných územních investic v Operačním programu Podnikání a inovace pro konkurenceschopnost v programovém období 2014 až 2020. Cílem diplomové práce je kritické zhodnocení implementace Integrovaných územních investic a navržení manažerských doporučení pro zlepšení čerpání finančních prostředků určených pro tento nástroj v dalších obdobích. Teoretická část byla věnována rešeršní analýze. V praktické části byla využita analýza dat z Monitorovacího systému a polostrukturované rozhovory, které byly následně zpracovány v programu Weft QDA. Výsledky výzkumu ukázaly, že alokace ze strany ITI nebyly vyčerpány. Mezi hlavní důvody lze zařadit nedostatek zkušeností s nástrojem ITI, nevhodný výběr programů podpory, přechody žadatelů do individuálních výzev, nevhodně nastavené bodové hodnocení v integrovaných výzvách, nemožnost vyhlášení výzev na konci dotačního období a další. Na základě výsledků výzkumu byly doporučeny úpravy řídící dokumentace Operačního programu Technologie a Aplikace pro konkurenceschopnost.

Abstract:

The diploma thesis deals with the concept of Integrated Territorial Investments in the Operational Program Entreprise and Innovation for Competitiveness in the program period 2014 to 2020. The aim of the thesis is a critical evaluation of the implementation of Integrated Territorial Investments and the design of managerial recommendations for improving the use of funds intended for this instrument in subsequent periods. The theoretical part was devoted to research analysis. In practical part, data analysis from the Monitoring System and semi-structured interviews were used, which were subsequently processed in the Weft QDA program. Research results showed that the ITI allocations were not exhausted. Among the main reasons can be included lack of experience with the ITI tool, inappropriate selection of support programs, transitions of applicants to individual calls, inappropriately determined point evaluation in integrated calls, the impossibility of announcing calls at the end of the subsidy period and others. Based on the results of the research, modifications to the management documentation of Operational Program Technology and Applications for Competitiveness were recommended.
