Analysis of Attitude of the United States Senate towards the Comprehensive Nuclear-Test-Ban Treaty

Abstract:

Práce se zabývá analýzou motivů jednání Senátu USA ve vztahu ke Smlouvě o zákazu jaderných testů (CTBT). Pokusí se vymezit zásadní momenty, které měly na utváření postoje Senátu vůči CTBT vliv, a to především ve vztahu k příslušným prezidentským administrativám a koncepci CTBT jako takové. Jednotlivé argumenty senátorů autorka interpretuje na pozadí dvou hlavních teorií mezinárodních vztahů, realismu a liberalismu. Cílem výzkumu je identifikovat případné vzorce v chování Senátu a pokusit se tak vysvětlit, proč Spojené státy CTBT téměř dvacet let po jejím vzniku neratifikovaly.

Abstract:

The thesis analyses motives of the United States Senate towards the Comprehensive Nuclear-Test-Ban Treaty (CTBT). It attempts to identify crucial moments, which influenced formation of the Senate’s attitude towards the CTBT, especially in the context of the particular presidential administratives and of the conception of the CTBT itself. The author interprets senator’s arguments on the basis of the two main theories of the international relations - realism and liberalism. The research objective is to identify possibble Senate’s behaviour patterns and hence to explain why the USA still haven’t ratified the treaty, almost twenty years since it has been created.
