Airpower in the war against the Islamic State

Abstract:

Tato práce se zabývá rolí letectva v boji proti teroristické organizaci Islámský stát, což je bezpochyby bezprecedentní událost moderních dějin. Vzhledem k pokračujícímu konfliktu v Sýrii a Iráku je téma velmi aktuální, relevantní a důležité, neboť je vzhledem k současné situaci potřeba danou problematiku zkoumat ze všech úhlů. První část práce (teoreticko-metodologický základ nezahrnut) je věnována popisu a shrnutí úlohy letectva ve čtyřech velkých operacích mezi roky 1991-2003, jehož cílem je mimo jiné vytvořit obrázek o vývoji a kontextu a nastínění trendů. Druhou částí práce je analýza úlohy letectva v boji proti Islámskému státu a stručné srovnání určitých trendů z první kapitoly, a to hlavně z pohledu mezinárodní koalice vedené Spojenými státy americkými (v práci je pro zjednodušení použito označení Západní koalice), ale rovněž, i když v menší míře, ze strany Ruské federace. Třetí část je věnována predikci vývoje na základě předchozích zjištění, zaznamenaných trendů a současné situace na poli výzkumu a vývoje, kde je samostatná podkapitola zaměřena na problematiku bezpilotních strojů. Práce dochází k závěru, že i přes pokročilou technologii a techniku není letectvo schopno samostatně vyhrát válku, přičemž nejlepším a nejefektivnějším řešením je úzká spolupráce s ostatními armádními složkami, hlavně pozemním vojskem a námořnictvem. Toto zjištění platí rovněž pro současnou situaci v Sýrii a Iráku. Účinnost náletů se s časem zvyšuje, a to především díky vyspělé výpočetní technice a navyšování podílu „chytré“ munice ve výzbroji. Vzrůstající význam je zaznamenán rovněž ve využití bezpilotních letounů. Budoucí vývoj směřuje ke konceptu „Letectva V. generace“, což mimo technologii stealth znamená rovněž integraci napříč armádními složkami, pokročilou komunikaci spolu s analýzou a sdílením dat a schopnost tzv. informační fúze. Vzhledem k současným pokrokům na poli umělé inteligence lze očekávat vývoj autonomních a semiautonomních zbraňových systémů, neboť limitujícím faktorem dalšího pokroku se stává faktor lidský.

Abstract:

The topic of this thesis is the role of airpower in a war against the terrorist organization Islamic State, which is, without any doubts, unprecedented event in the modern history. The chosen topic is very current, relevant and important due to the ongoing conflict in both Syria and Iraq, and because of that, it is essential to examine this matter from all possible perspectives. The first part of the thesis (with the theoretical basis not considered) encompasses the role of airpower in the four major military operations conducted between years 1991-2003. The main aim is to provide the reader with the information regarding the overall context, development and trends. The purpose of the second part is the analysis of the fight against the Islamic state and role of airpower in it, namely from the perspective of the international coalition led by the United States of America (in the thesis called The Western Coalition for simplification purposes) and the Russian Federation, although in this case in a smaller scale. The third part aims to outline the future development of the airpower based on the previous findings, trends and current situation, with a special attention dedicated to the unmanned aircraft. The thesis concludes that even with the highly advanced technology and aircraft, the airpower was not able to win the war on its own, whereas the best solution was (would be) the close cooperation with other branches of the military, such as the army and navy. This also applies to the current situation in Iraq and Syria. The efficiency of strikes increases in time, mainly due to the advanced computing capabilities and an increase of share of “smart” munitions in arsenal. The growing tendency is present also in the usage of unmanned aircraft. The future development leads to the concept of “Fifth-generation Air Force”, which involves not only the stealth technology, but also integration across the military branches, advanced communication with the ability to analyse and share the data and the ability of the so-called fusion of information. Due to the current advances in the development in the field of artificial intelligence, the development of autonomous or semiautonomous weapon systems is highly possible and expected, because the human factor is becoming increasingly limiting for further enhancement.
