Possibilities of using brownfields for the development of loft housing - a case study of the DADA Distrikt (former industrial warehouses) in Brno

Abstract:

Tato práce se zabývá možnostmi využití postindustriálních brownfields na loftové bydlení. V rámci literární rešerše byl vymezen pojem brownfields a následně představena typologie těchto lokalit. Dále v této části došlo k bližšímu seznámení s problematikou regenerace těchto území se zaměřením na brownfields průmyslového původu. Samostatná podkapitola je věnována loftovému bydlení. Teoretická část byla doplněna příklady realizovaných regenerací brownfields jak z českého, tak ze zahraničního prostředí. Empirický výzkum této práce proběhl formou polostrukturovaných rozhovorů s aktéry projektu regenerace bývalého industriálního skladu nyní známého jako DADA distrikt a s odborníky na tuto problematiku. Na základě analýzy rozhovorů byl popsán proces regenerace zkoumané lokality, identifikovány nejvýznamnější výzvy spojené s procesem regenerace brownfields za účelem loftového bydlení a formulována doporučení pro rozvoj loftového bydlení v jiných městských lokalitách na území České republiky. Na základě výzkumu bylo identifikováno sedm nejvýznamnějších překážek pro využití brownfields za účelem loftového bydlení. Jsou jimi komplikované majetkoprávní poměry u těchto objektů, míra zchátralosti, ekologická zátěž, nesoulad mezi vizemi aktérů, nedostatečné vymezení hodnot průmyslového dědictví, zastaralý nebo rigidní územní plán a nedostatečná rentabilita objektu. V souvislosti s posledním ze jmenovaných problému byla zjištěna nevhodnost klasického developerského modelu financování pro projekty konverzí postindustriálních brownfields za účelem loftového bydlení. Pro intenzivnější využívání brownfields za účelem loftového bydlení je zásadní připravenost nástrojů územního plánování, jasné vymezení hodnot průmyslového dědictví a popularizace alternativních forem financování.

Abstract:

This work deals with the possibilities of using post-industrial brownfields for loft housing. In the section devoted to the literature search, the concept of brownfields was defined and then a typology of these sites was presented. Furthermore, in this part, the issues of regeneration of these sites were introduced with a focus on brownfields of industrial origin. A separate subchapter is devoted to loft housing. The theoretical part was supplemented with examples of implemented regeneration of brownfields, both from the Czech and foreign environments. Empirical research of this work was conducted in the form of semi-structured interviews with actors of the project of regeneration of the former industrial warehouse now known as DADA distrikt and with experts on this issue. Based on the analysis of the interviews, the process of regeneration of the studied site was described, the most significant challenges associated with the process of brownfields regeneration for loft housing were identified and recommendations for the development of loft housing in other urban locations in the Czech Republic were formulated. On the basis of the research, seven most important obstacles to the use of brownfields for loft housing were identified. These are complicated property relations of these buildings, the level of dilapidation, ecological burden, inconsistency between the visions of actors, insufficient definition of industrial heritage values, outdated or rigid zoning plan and insufficient profitability of the building. In relation to the last problem, the inappropriateness of the classical development finance model for projects of conversion of post-industrial brownfields for loft housing was identified. The readiness of spatial planning instruments, clear definition of industrial heritage values and popularisation of alternative forms of financing are essential for intensified use of brownfields for loft housing.
