Housing rights urban movements and social work in the context of the post-socialist Czech Republic: a multi-case study

Abstract:

Dizertační práce si klade za cíl přispět k současnému vědění o procesech formování městských hnutí za bydlení v postsocialistickém prostoru ČR a zmapovat způsoby zapojení sociálních pracovníků a dalších aktérů do utváření těchto hnutí. Práce je založena na východiscích kritické urbánní teorie a kritické sociální práce. Z této teoretické perspektivy jsou konceptualizovány výchozí pojmy, kterými jsou městské hnutí a právo na bydlení jako jejich ústřední požadavek, vymístění z bydlení, koncept kolektivního aktérství optikou rezistence a kritická sociální a komunitní práce. Tyto koncepty jsou vztaženy k postsocialistickému rámci. Výzkumná část se zaměřuje na utváření kolektivního aktérství městských hnutí za bydlení v postsocialistickém terénu ČR a metodologicky vychází z vícepřípadové studie sousedství, zasažených vymístěním. Vybrané tři případy sousedství byly zvoleny podle typologie hnutí za bydlení v ČR a reprezentují dva typické případy: hnutí v prostředí takzvaných sociálně vyloučených lokalit a hnutí za práva nájemníků střední třídy. Bylo sesbíráno celkem 41 polostrukturovaných rozhovorů s 39 lidmi (obyvatelé, sociální pracovníci, solidární a neutrální aktéři). Data byla analyzována pomocí postupů situační analýzy. Ve výsledkové části jsou prezentovány případy nejdříve jednotlivě a následně formou syntézy hlavních poznatků nebo jejich komparace pomocí situačních map. Výsledková část přináší poznatky o absentujícím rámci práva na bydlení, jako ústřední kategorii podmínek vymístění. Je znázorněn "Procesový model utváření kolektivního aktérství městských hnutí za bydlení" s důrazem na spolupráci mezi obyvateli (deprivovanými) a spojenci (nespokojenými) a s důrazem na význam emoční práce při přetváření individualizujících zvládacích strategií na kolektivní. V závěru jsou představeny diskurzivní pozice vyskytující se v akčním poli sociální práce, které se liší především v důrazu na opozici vůči vymístění a v zaměření se na kolektivní rovinu jednání. Rovněž jsou diskutovány implikace pro vědní obor a praxi sociální práce, především pak možné obohacení sociální práce o problematiku městských hnutí za bydlení v kontextu postsocialismu a využití těchto poznatků v rámci intervencí sociální a komunitní práce v podmínkách vymístění.

Abstract:

The dissertation aims to contribute to the current knowledge about the processes of formation of urban housing movements in the postsocialist space of the Czech Republic and to map the ways of engagement of social workers and other actors in the formation of these movements. The thesis is based on the assumptions of critical urban theory and critical social work. From this theoretical perspective, the initial concepts are conceptualized, which are urban movements and the right to housing as their central demand, displacement from housing, the concept of collective agency through the lens of resistance, and critical social and community work. These concepts are related to a postsocialist framework. The research section focuses on the shaping of collective agency of urban housing movements in the postsocialist terrain of the Czech Republic and is methodologically based on a multi-case study of neighbourhoods affected by displacement. The three selected neighbourhood cases were chosen according to the typology of housing movements in the Czech Republic and represent two typical cases: movements in the environment of so-called socially excluded localities and movements for the rights of middle-class tenants. A total of 41 semi-structured interviews with 39 people (residents, social workers, solidarity and neutral actors) were collected. The data was analysed using situational analysis procedures. In the results section, the cases are presented first individually and then by synthesizing the main findings or comparing them using situational maps. The results section presents findings on the absence of a right to housing framework as a central category of displacement conditions. A 'Process Model of Shaping Collective Agency in Urban Housing Movements' is illustrated, with an emphasis on collaboration between residents (the deprived) and allies (the disaffected) and on the importance of emotional work in transforming individualising coping strategies into collective ones. Finally, the discursive positions found in the social work action field are presented, differing primarily in their emphasis on opposition to eviction and their focus on the collective level of action. Implications for the discipline and practice of social work are also discussed, particularly the possible enrichment of social work with the issue of urban housing movements in the context of post-socialism and the application of these insights to social and community work interventions in conditions of displacement.
