Financing of employment policy in the Czech Republic in 2000-2012

Abstract:

Tématem práce je financování politiky zaměstnanosti. Hlavním cílem byla identifikace dopadu významných změn na trhu práce za roky 2000 – 2012 na financování politiky zaměstnanosti z hlediska výdajové stránky. Jedná se o vysoce aktuální problém, kdy stát je v pozici nezbytného zajišťovatele stimulace a podpory nezaměstnaných při hledání nového pracovního uplatnění. Pro naplnění cíle byly použity výzkumné metody na bázi empirického výzkumu s aplikací popisu, analýzy, syntézy, komparace, indukce, dedukce, systémové analýzy a statistické metody statistické analýzy časových řad v pojetí vyjádření absolutních i relativních veličin pro sledování tempa realizovaného vývoje. Výsledky realizovaného výzkumu hovoří o směřování současného trendu v přerozdělování ve zdůraznění motivační funkce sociální ochrany za současného potlačení funkce zabezpečovací. Definovány byly faktory, které nejvíce ovlivnily vývoj zaměstnanosti a nezaměstnanosti, jakožto i ty, které zásadním způsobem působily na proměny vývojového trendu financování politiky zaměstnanosti z pohledu výdajů aktivní i pasivní politiky zaměstnanosti.

Abstract:

The theme of the paper concerns employment policy funding. The main subject was to identify the impact of significant changes in the labour market in the period of 2000 - 2012 on employment policy financing in terms of (government) expenditure. This is a highly topical issue in which the state plays a significant role as a crucial provider of stimulation and support for the unemployed in their search for new jobs. In order to meet the objectives, the author used various research methods based on empirical research with application of description, analysis, synthesis, comparison, induction, deduction, system analysis and statistical methods of time series analysis in the concept of absolute and relative quantities for monitoring the pace of development realized. The results of the research show that the current redistribution trend is emphasising the motivational function of social protection and at the same time suppressing its security function. Factors that had the most significant influence on the development of employment and unemployment were defined, as well as those that heavily influenced the transformation of the development trend of employment policy funding platform from the perspective of active and passive policy expenditures.
