The Fight Against Corruption in the Czech Republic

Abstract:

Korupce je jedním z nejožehavějších recentních problémů. Jde o globální problém, ale zásadní potíže činí ve státech, jež prošly v posledních 20 letech velkými strukturálními (politickými, hospodářskými, společenskými) změnami. Tyto změny přines znejistění, proměnu vlastnických poměrů, nejistotu a nestálost. Právě tohle bylo půdou pro vytvoření systémové korupce. Její řešení spočívá na souběhu sil všech složek ve společnosti, od politiky, přes represivní orgány, kvalitní legislativu až po spolupráci s občanským sektorem. Novelizace či příprav zcela nových právních předpisů a kodexů (především v trestní, ale i civilní oblasti), posílení autonomie orgánů činných v trestním řízení, změna organizace policejních složek a jejich specializace, mezinárodní spolupráce a součinnost. To jsou hlavní body antikorupčního programu. Nezbytnou složkou celého antikorupčního programu je spolupráce s tzv. NGO. Z nich je nutno vyjmout především Transparency International, klíčovou, globální antikorupční organizaci, jejíž poradní, analytická a propagační činnost v boji proti korupci je velmi důležitá.

Abstract:

Corruption is one of the most serious problems of our times. It is a global problem with the largest impact in the countries, which passed through major structural (political, economic, and social) changes. These adjustments brought uncertainty, redistribution of property, and instability. They are the key ingredients for creation of systemic corruption. The heart of the solution to this problem is the cooperation of all layers of our society such as politicians, legislation, law enforcement, and civil sector. There is the need to modernize the legal system, and the system of preparation of new laws (especially in the penal sector but also in the civil sector ), the need to strengthen the independence of law enforcement agencies, to modify the structure of the police force, to increase their professional capabilities on international level, and to improve international police cooperation. These are the main aspects of an anticorruption program. The necessary component of the entire anticorruption program is the cooperation with the so called NGO. It is necessary to emphasize the Transparency International, which is the global anticorruption organization. Their counselling, analytic, and educational activities in the war on corruption are very important.
