The Relationships of European Union with Third Countries

Abstract:

Diplomová práce je zaměřena na oblast vztahů Evropské unie k tzv. třetím zemím. Termín „třetí země“ se v rámci Evropské unie používá jako označení pro stát, se kterým má sice Společenství určité vztahy obchodní, politické atd., ale který sám členem EU není. Evropská unie musí sice v tomto období řešit celou řadu vnitřních, zejména ekonomických problémů, avšak její vztahy s okolním světem jsou i nadále velmi důležité. Lisabonská smlouva vyřešila základní otázky týkající se právní subjektivity Evropské unie i kompetencí jednotlivých institucí v rámci zahraniční politiky. Je však nutno konstatovat, že vztahy k nečlenským zemím i různým světovým organizacím se postupně vytvářely již od vzniku prvních Evropských společenství. Jedná se především o vztahy obchodní, politické atd. Nejedná se jen o spolupráci se světovými velmocemi, ale vazby Evropské unie lze vypozorovat v různých koutech světa. Cílem této diplomové práce je analyzovat vztahy Evropské unie k okolnímu světu, resp. k tzv. třetím zemím. Výsledkem by neměla být pouhá deskripce těchto vazeb, ale i snaha posoudit tyto vztahy z pohledu efektivnosti i s případnou prognózou dalšího vývoje.

Abstract:

This diploma thesis concentrates on the relationship of the European Union and „Third Countries“. The term is used within the European Union framework for acknowledging the non-member states, with whom the European Union holds trading, political and other connections. The European Union has been dealing with many internal problems, especially economical, regardless it‘s relationship with the outside world still remains very important. The Treaty of Lisbon solved principal questions concerning the subjectivity of the EU laws and the power of individual institutions with their foreign policy framework. Ecomical and politacal relationships toward non-member states and other global organizations has been under development since the beginning of the first European Communities. This EU influence and cooperation can also be observed in other parts of the world. The goal of the thesis is not just to analyze the relationships of the European Union with „Third Countries“ but to clasify and make analyses of the future development of these relations.
