Implementation of economic, social and territorial cohesion policy in the Czech Republic - analysis of selected operational programs, projects

Abstract:

Tato diplomová práce se zabývá realizací politiky hospodářské, sociální a územní soudržnosti v ČR se zaměřením na dva vybrané operační programy. Cílem práce je nalezení, označení a posouzení slabých míst celého dotačního procesu v rámci vybraných operačních programů, od tvorby projektu a podání žádosti o dotaci v rámci zvoleného OP, až po fázi samotné realizace projektu a čerpání finančních prostředků. Práce nejdříve shrnuje oblast politiky hospodářské a sociální soudržnosti EU. Zabývá se vývojem kohezní politiky, politikou hospodářské, sociální a regionální soudržnosti, dohodou o partnerství, řídícím orgánem, Národním orgánem pro koordinaci a Platebním a certifikačním orgánem a současně je zmíněno další programové období, tj. období let 2021 –2027. Popisuje vybrané operační programy, tj. Operační program Životní prostředí 2014 –2020 - Dotační Program Zvýšení podílu využití odpadů a Operační Program Podnikání a inovace pro konkurenceschopnost 2014-2020 - Dotační Program Technologie 4.0 a na konkrétních případech realizací dokumentuje formou případové studie průběh získávání dotace firmou. Společně s hloubkovými rozhovory se zástupci řídících orgánů daných programů, dotační agentury a žadatele o dotaci identifikuje slabá místa celého procesu a navrhuje řešení.

Abstract:

This diploma thesis deals with the implementation of the policy of economic, social and territorial cohesion in the Czech Republic with a focus on two selected operational programs. The aim of the work is to find, identify and assess the weak points of the entire subsidy process within the selected operational programs, from the project creation and the submission of a subsidy application within the selected OP, to the phase of project implementation itself and the drawing of financial resources. The thesis first summarizes the area of EU economic and social cohesion policy. It deals with the development of cohesion policy, the policy of economic, social and regional cohesion, the partnership agreement, the governing body, the National Coordination Body and the Payment and Certification Body, and at the same time another program period is mentioned, i.e. the period of 2021-2027. It describes selected operational programs, i.e. Operational Program Environment 2014-2020 - Subsidy Program Increasing the Share of Waste Utilization and Operational Program Entrepreneurship and Innovation for Competitiveness 2014-2020 - Subsidy Program Technology 4.0 and documents the process of obtaining a subsidy by a company in the form of case studies. Together with in-depth interviews with representatives of the governing bodies of the given programs, the grant agency and the grant applicant, it identifies the weak points of the entire process and proposes solutions.
