Efficiency of Using Municipality Resources

Abstract:

Cílem bakalářské práce „Efektivita využívání prostředků obce“ je nalézt vhodný způsob k hodnocení efektivity využití veřejných prostředků, včetně krátké analýzy sloužící k hodnocení městské části Brno-střed. Součástí závěrečného hodnocení je i návrh na další postup, který by vedl ke zvýšení efektivnosti hospodaření vybrané městské části. Práce je rozdělena na tři části. První dvě kapitoly slouží jako teoretický základ pro kapitolu třetí. Součástí první části je vysvětlení některých základních pojmů souvisejících s fungováním obce. Jsou zde popsány rozličné metody sestavování municipálního rozpočtu, včetně podstatných údajů o rozpočtové skladbě a dělení příjmů a výdajů. Druhá část je zaměřena na popis metod sloužících k hodnocení efektivity prostředků a projektů. Ve třetí části jsou teoretické poznatky aplikovány na hodnocení vybraných ukazatelů sledované městské části.

Abstract:

The aim of the Diploma “The Efficiency of Using of the Resources of the Municipality” is to find suitable way how to appreciate effectiveness of the using of public resources, included short analyse sub serving to classification of urban neighbourhood Brno-city. The part of the final classification is the suggestion for the next procedure which would lead to the increasing of effectiveness of the management of the chosen urban neighbourhood. The diploma is divided into three parts. The first two chapters are engaged as the theoretically basement for the third one. The explanation of some basic ideas that are related to the urban functioning is a part of the first one. The various methods of drawing the budged included essential items about its structure and dividing of receipts and expenditures are described there. The second part is focused to the description of methods which do for classification of effectiveness of resources and projects. The theoretically knowledge is applied for classification of the chosen indicators of observed urban neighbourhood can be found in the third part.
