Historic roof structures of Cheb - possibilities for cost benefit analysis of this phenomenon

Abstract:

Předložená diplomová práce je zaměřena na hodnocení veřejných projektů, zejména se soustředí na nejčastěji používanou metodu pro tyto účely - Cost-Benefit Analysis (CBA). Cílem práce bylo provedení CBA na příkladu historických krovů v Chebu. První část práce se věnuje teoretickým východiskům, ze kterých částečně vychází i druhá část práce. Teoretická část popisuje pojmy jako jsou projekt, program, portfolio a jejich rozdíly. Následuje problematika hodnocení veřejných projektů. Dále jsou rozlišeny metody, které lze využít pro hodnocení takových projektů. V teoretické části je rovněž věnován prostor cestovnímu ruchu a kultuře. V praktické části je představeno město Cheb, jeho historie, turistické cíle a následně je věnována pozornost Nadačnímu fondu Historický Cheb, a zejména historickým krovům v Chebu. V práci jsou popsány projekty a aktivity, které byly realizovány v souvislosti s historickými krovy, dále je provedena vlastní analýza nákladů a přínosů pro různé zainteresované subjekty. V závěru práce je provedeno zhodnocení a návrh budoucích doporučení.

Abstract:

The diploma thesis is focused on the evaluation of public projects, especially on the most commonly used method for these purposes - Cost-Benefit Analysis. The aim of this thesis is the Cost-Benefit Analysis performed on the example of the historic roof structures of Cheb. The first part of the thesis deals with theoretical basis, which is partly used for the second part. The theoretical part explains following terms - project, program, portfolio and differences between them. Then the problematic of the public project evaluation is described. After that the methods used for this kind of evaluation are defined. The theoretical part is also dedicated to tourism and culture. In the practical part of the thesis is introduced the city Cheb, its history, tourist destinations and after that is paid attention to the fund, called Nadační fond Historický Cheb and to the historical roof structures in Cheb. In the thesis are the projects and activities described, which are realized in connection with the historical roof structures, followed by the Cost-Benefit Analysis for the stakeholders. The last part of the thesis deals with the evaluation and the proposal of future recommendations.
