The influence of US embassy in Beijing on Chinese environmental policy-making

Abstract:

Cílem práce je vyhodnotit, jak čínská vláda reagovala na zhoršující se znečištění ovzduší od roku 2008. Práce se dále speciálně na vliv americké ambasády v Pekingu na čínskou environmentální politiku. První část obsahuje přehled vývoje čínské environmentální politiky do období letních olympijských her v Pekingu z roku 2008. Další část rekonstruuje monitorování znečištění ovzduší na americké ambasádě v Pekingu a její důsledky na čínskou společnost a vládu. Nejsou však opomenuty ani další významné faktory ovlivňující formování čínské environmentální politiky v období mezi lety 2008 až 2013. Přínos spočívá v tom, že koherentně ukazuje návaznost událostí spojených s činností americké ambasády v Pekingu vůči zlepšení transparentnosti problematiky znečištění ovzduší v Číně. Pomocí analýzy mediálního diskurzu oficiálního čínského deníku China Daily práce argumentuje, že index PM2.5, poskytovaný americkou ambasádou v Pekingu, se stal klíčovým v adoptování zodpovědnějšího přístupu vůči politice znečištění ovzduší čínskou vládou.

Abstract:

The aim of the thesis is to explain how and why the Chinese government has responded to air pollution issues since 2008. In particular, the thesis focuses on the role of the US embassy in Beijing. The First part contains an overview regarding the evolution of the Chinese environmental policy until the 2008 Summer Olympic Games in Beijing. Next part presents the story of air pollution monitoring at the US embassy in Beijing and its consequences on Chinese society and government. However, other significant factors influencing the formation of Chinese environmental policy between 2008 and 2013 are also explained. The thesis seeks to enrich the discussion by showing the continuity of the events associated with US embassy’s work to improve the transparency of air pollution issues in China. Using the media discourse analysis of the official Chinese news agency China Daily, the thesis argues, that the PM2.5 index published by the US embassy in Beijing, became crucial while adopting more responsible air pollution policy and strengthening Chinese environmental governance.
