Analysis of the Presidency Trio of France, the Czech Republic and Sweden in the Council of the European Union in 2022-2023

Abstract:

Tato bakalářská práce zkoumá fungování předsednického tria Francie, České republiky a Švédska v Radě Evropské unie v letech 2022-2023. Cílem práce bylo analyzovat, jak byly programové priority tohoto tria formulovány, implementovány a jaký měly dopad na politiky EU. V teoretické části je použit rámec, který se věnuje institucionálnímu vývoji předsednického tria v rámci EU a mechanismům spolupráce mezi členskými státy. Výzkum byl proveden prostřednictvím kvalitativní obsahové analýzy programu předsednického tria, jednotlivých členských států a jejich výsledků. Závěry práce poskytují detailní pohled na strukturu a dynamiku předsednictví v rámci EU, identifikují klíčové faktory úspěšnosti předsednictví a nastiňují výzvy, s nimiž se trio potýká při realizaci společných cílů. Tato práce přispívá k porozumění funkcím a efektivitě systému předsednického tria v EU a zdůrazňuje důležitost kontinuity a spolupráce v rámci tohoto mechanismu.

Abstract:

This thesis examines the functioning of the Presidency Trio of France, the Czech Republic, and Sweden in the Council of the European Union in 2022-2023. The thesis aimed to analyze how the programme priorities of this Trio were formulated, implemented and their impact on EU policies. The theoretical part of the thesis uses a framework that focuses on the institutional development of the Presidency Trio within the EU and the mechanisms of cooperation between EU member states. The research was conducted through a qualitative content analysis of the Presidency Trio programme, the programmes of individual member states, and their outcomes. The conclusions of the thesis provide a detailed insight into the structure and dynamics of the EU Presidency, identify the key success factors of the Presidency, and outline the challenges faced by the Trio in implementing their common objectives. This work contributes to understanding the functions and effectiveness of the EU Trio Presidency system and highlights the importance of continuity and cooperation within this mechanism.
