Support of families with disabled member in the Czech social system

Abstract:

Diplomová práce je věnována formám podpory rodin se zdravotně postiženým členem v českém sociálním systému. Teoretická část poukazuje na úlohu rodin ve společnosti, se zacílením právě na ty se zdravotním postižením, jejich potřeby, a jim poskytované sociální podpory ve státní i nestátní formě. Teoretickou část uzavírá demonstrace švédského sociálního systému. Nosným pilířem celé práce je její praktická část, která za využití výzkumné metody formou případových studií autenticky popisuje životy konkrétních rodin se zdravotním postižením, dále pohled osobního asistenta na jím vykonávané služby postiženým klientům, a systém péče pražského domova pro osoby se zdravotním postižením. Cílem práce je zhodnotit sociální situaci rodin s osobami se zdravotním postižením a současně poukázat na silné a slabé stránky podpory, poskytované těmto rodinám v českém sociálním systému. Autorka v práci nalézá odpovědi na otázky, zda mají osoby se zdravotním postižením možnost prostřednictvím příspěvku na péči hradit si celodenní služby osobní asistence, a to i za předpokladu, že postižený nemá oporu v rodině. Dále pak, zda postižení musí nutně skončit v ústavní péči, pokud se o ně nepostará rodina.

Abstract:

The thesis is devoted to forms of support for families with a disabled member in the Czech social system. The theoretical part highlights the role of families in society, with the focus on those with disabilities, their needs, and the social support they provide in both state and non-state forms. The theoretical part is concluded by a demonstration of the Swedish social system. The main pillar of the whole work is its practical part, which uses a research method in the form of case studies to authentically describe the lives of specific families with disabilities, as well as the view of a personal assistant on services rendered to him by disabled clients, and the system of care of the Prague home for people with disabilities. The aim of the thesis is to evaluate the social situation of families with persons with disabilities and at the same time to point out the strengths and weaknesses of support provided to these families in the Czech social system. The author finds answers to the question of whether people with disabilities can pay for their full-time personal assistance services through a care allowance, even if the victim is not supported by the family. Furthermore, whether the disability must necessarily end in institutional care if the family does not care for them.
