Abstract:

Tato bakalářská práce se zaměřuje na analýzu systému přímé volby prezidenta v České republice, s přihlédnutím k jeho právním aspektům, historickému vývoji a procedurálním detailům. Cílem je posoudit efektivitu současného systému, identifikovat slabiny a navrhnout možné reformy. Práce zahrnuje podrobnou revizi současné legislativy a prováděcích předpisů, historii volebního systému a poskytuje komplexní hodnocení procesu volby. Významnou částí práce je průzkum veřejného mínění a analýza mediálních ohlasů na tři přímé prezidentské volby, které se konaly od uvedení tohoto systému do praxe. Tato analýza umožňuje porozumět veřejnému vnímání voleb a jejich odrazu v médiích, což je klíčové pro posouzení transparentnosti a veřejné důvěry v systém. Práce také obsahuje komparativní analýzu s volebními systémy v jiných demokraciích. Na základě empirických dat jsou formulovány konkrétní návrhy na zlepšení, které by mohly přispět k demokratičtějšímu a efektivnějšímu volebnímu procesu. Závěry práce přinášejí nový pohled na fungování přímých voleb a navrhují směry pro budoucí výzkum v této oblasti.

Abstract:

This bachelor's thesis focuses on the analysis of the direct presidential election system in the Czech Republic, with regard to its legal aspects, historical development, and procedural details. The aim is to evaluate the effectiveness of the current system, identify weaknesses, and propose possible reforms. The work includes a detailed review of current legislation and implementing regulations, the history of the electoral system, and provides a comprehensive assessment of the election process. A significant part of the thesis is the exploration of public opinion and the analysis of media responses to the three direct presidential elections that have taken place since the implementation of this system. This analysis allows for an understanding of the public perception of the elections and their reflection in the media, which is key to assessing transparency and public trust in the system. The thesis also includes a comparative analysis with electoral systems in other democracies. Based on empirical data, concrete suggestions for improvement are formulated, which could contribute to a more democratic and efficient electoral process. The conclusions of the thesis offer a new perspective on the functioning of direct elections and suggest directions for future research in this area.
