The Current Issues of the EU Visa Policy

Abstract:

This thesis concentrates primarily on description and analysis of the EU visa policy and some of the current problems in this field. Regarding defined goals, I singled out two lines to explore. The first line includes an overview of the EU visa policy from its inception to the present. The second line encompasses one particular current problem – the absence of visa reciprocity between EU and USA. Furthermore, I test two hypotheses. I argue, that EU member states continue to retain a large degree of national autonomy to decide who can enter their national territories despite of existence of common visa policy at the European level. The second hypothesis assumes that approaches of EU and selected member states were vertically incoherent in time of tackling the problem of visa-free travel to USA.

Abstract:

Diplomová práca sa zameriava predovšetkým na deskripciu a analýzu vízovej politiky EÚ a niektorých jej aktuálnych problémov. Vzhľadom na stanovené ciele som si špecifikovala dve línie skúmania. Prvú líniu predstavuje prierez vízovou politikou EÚ od jej počiatkov až po súčasnosť. Druhá línia zahŕňa analýzu partikulárneho aktuálneho problému, ktorým je absencia vízovej reciprocity medzi EÚ a USA. Okrem toho v diplomovej práci overujem dve hypotézy. Prvá hypotéza predpokladá, že členské štáty si udržali vysoký stupeň národnej kontroly nad vstupom na svoje teritórium, napriek existencii spoločnej vízovej politiky EÚ. Druhá sa vzťahuje na prípadovú štúdiu a overuje, či bol prístup Európskej únie a vybraných členských štátov k riešeniu absencie vízovej reciprocity vertikálne inkoherentný, ako to predpokladá.
