The long-term health and social care in the home environment as a public interest and a pillar of the care for seniors in the Czech Republic

Abstract:

Diplomová práce popisuje problematiku systémového řešení poskytování dlouhodobé zdravotně sociální péče v přirozeném domácím prostředí občana seniora v České republice, v rovině praktické i legislativní. Obce by se svojí rolí v oblasti zabezpečení sociální péče pro své občany měly mít nastaveny procesní a ekonomicky efektivní systém terénní péče v souvislosti s principem sdílené péče. První část se zabývá čtyřmi základními tématy. Sociální politikou a rolí státu v sociální politice, obcí a její rolí v oblasti péče o seniory, seniorem jako cílovou skupinou sdílené péče a etikou v poskytování dlouhodobé péče s etickými problémy v geriatrii. Druhá část popisuje stávající model poskytování terénní zdravotně sociální péče, poskytování zdravotně sociální péče v pobytových zařízeních a komparaci systémů dlouhodobé zdravotně sociální péče v České republice s Rakouskou republikou a Švédskem. Cílem práce je zjistit, zda lze nastavit nový funkční model poskytování dlouhodobé zdravotně sociální terénní péče v obcích a za jakých podmínek. V rámci nového modelu ideálně propojit systém efektivní spolupráce obce, klienta, neformálních pečujících, odborných společností a dotčených státních institucí tak, aby poskytování terénní zdravotně sociální péče bylo pro občany efektivní a důstojné.

Abstract:

The diploma thesis describes the issue of systemic solution for the provision of long-term health and social care in the natural home environment of citizens, seniors in the Czech Republic at the practical and legislative level. Municipalities should have a procedural and economically efficient system of field care in connection with the principle of shared care as their role. The first part deals with four basic themes: Social policy and the role of the state in social policy, municipality, and its role in the field of care for the elderly, seniors as a target group of shared care and ethics in providing long-term social care including ethics in geriatrics. The second part describes the current model of providing field healthcare and social care and health and social care in residential facilities and offers the comparison of long-term health and social care systems in the Czech Republic with Austria and Sweden. The aim is to find out whether it is possible to set up a new functional model providing long-term solution in the field health and social care and under which conditions. Within the framework of the new model, see how to connect the system of effective cooperation among municipality, clients, informal caregivers, professional associations, and relevant state institu-tions, so that the providing the field health and social care for citizens would be effective and dignified.
