Analysis of changes in non-insurance social benefits system in 2012-2016

Abstract:

Bakalářská práce se věnuje problematice sociálního zabezpečení, konkrétně oblasti nepojistných sociálních dávek a změnám jejich systémů během sociální reformy v roce 2012. Hlavním cílem bylo provedení analýzy a vyhodnocení reformních změn, zejména pak převedení správy systému na Úřad práce ČR. Byla provedena komplexní analýza vývoje veřejných výdajů na nepojistné sociální dávky. Analýza neprokázala přímý vliv sociální reformy na výdaje spojené s nepojistnými sociálními dávkami. Další části práce diskutují vznik centrálního administrativního úřadu a problematiku zneužívání sociálních dávek. Ani v těchto oblastech nebyl prokázán vliv sociální reformy na zefektivnění systému. Hlavním přínosem závěrů bakalářské práce je objektivní kritika nenaplnění dílčích cílů sociální reformy.

Abstract:

This bachelor’s thesis is dedicated to the analysis of social security and in particular the analysis of social benefit payments, which are linked to residence rather than social insurance paid (“non-insurance related benefit payments”), and the system changes implemented in 2012 as part of the social security reform. The main objective of this thesis was the analysis and evaluation of the reform and in particular the transfer of its administration to the unemployment office (Úřad práce ČR). A comprehensive analysis of the expenditure trends on this type of social benefit payments has been carried out and is set out in this thesis. This comprehensive analysis has not demonstrated any impact of the social security reform on the level of public expenditure on non-insurance related benefit payments. Other sections of this thesis address the creation of the central administrative office and the issue of the abuse of social security payments. No impact of the social security reform on the effectiveness of the social security system has been demonstrated in these areas. The main benefit of the conclusions drawn in this thesis is the objective evaluation of the failure to achieve those objectives of the social security reform which are addressed in this thesis.
