Availability of social services and care in the Olomouc region with special attention on the Jeseník district

Abstract:

Cílem diplomové práce je zhodnocení dostupnosti sociálních služeb a péče v Olomouckém kraji. Zvláštní zřetel je brán na okres Jeseník, který se nachází na periferii Olomouckého kraje při hranicích s Polskem, a právě kvůli jeho geografické poloze lze předpokládat horší dostupnost sociálních služeb.Teoretická část se věnuje vysvětlení základních teoretických východisek a vývoji sociální politiky. Dále je provedena rešeršní analýza zahraničních zkušeností se zajištěním sociálních služeb v periferních oblastech. Třetí část je zaměřena na sociální služby v ČR, zákonné úpravě, rozdělení jak dle cílových skupin, tak z pohledu zřizovatelů, poskytovatelů a uživatelů sociální péče. V závěru teoretické části je provedena komparace se sociálními službami v Polsku a představeny dosud používané metody hodnocení dostupnosti sociálních služeb v ČR.Praktická část se dělí na dvě části zkoumání. První část se zaměřuje na zhodnocení dostupnosti sociálních služeb v Olomouckém kraji vzhledem k vybraným cílovým skupinám. Pozornost je věnována především nabídce poskytovatelů sociální péče, která je shrnuta v závěru kapitoly. V druhé části je detailnější pozornost věnována okresu Jeseník. V práci je využita metodika vybavenosti sociálními službami ve vazbě na počet obyvatel a kapacity sociálních služeb. Dílčí závěry jsou shrnuty v závěrečném zhodnocení spolu s přihlédnutím na existující bariéry v okrese. Práce shrnuje, jaká je v Olomouckém kraji a okrese Jeseník dostupnost sociálních služeb a péče, její formy poskytování, rozmístění, zastoupení vybraných druhů a poptávce po nich.

Abstract:

The aim of this diploma thesis is to evaluate the availability of social services and care in the Olomouc Region. Special attention is given to the Jeseník district, which is located on the border of the Olomouc region on the border with Poland. Due to its geographical location, the worse availability of social services can be expected.The theoretical part deals with the explanation of the basic theoretical background and the development of social policy. Further a search analysis of foreign experience with the provision of social services in peripheral areas is carried out. Next, the third part focuses on social services in the Czech Republic, legal adjustments, division according to target groups and from the point of view of organizers, providers and social care users. At the end of the theoretical part, comparison is made with social services in Poland and the methods used to assess the availability of social services in the Czech Republic are used.The practical part is divided into two parts. The first analysis focuses on assessing the availability of social services in the Olomouc region in relation to selected target groups. Attention is paid to the offer of social care providers, which is summarized at the end of the chapter. In the second part, more detailed attention is paid to the district of Jeseník. The work is based on the methodology of social service provision in relation to the number of inhabitants and the capacity of social services. The partial conclusions are summarized in the final evaluation together with the existing barriers in the district. The thesis summarizes the availability of social care in the Olomouc Region and the Jeseník District, its distribution, the representation of selected types and the form of social services and their demand.
