The role of control within the budgeting process

Abstract:

Úloha kontroly v rámci rozpočtového procesu, v podmínkách městských částí hlavního města Prahy, souvisí s jejich zákonnou povinností uskutečňovat své finanční hospodaření v souladu se schváleným rozpočtem a provádět pravidelnou, systematickou a úplnou kontrolu svého hospodaření a hospodaření jimi zřízených příspěvkových organizací po celý rozpočtový rok. Tato diplomová práce je věnována rozpočtu městských částí hlavního města Prahy, z hlediska vnitřní i vnější kontroly jednotlivých fází rozpočtového procesu a příspěvkovým organizacím, u kterých městské části provádějí finanční kontrolu zaměřenou na rozpočtový proces z pozice jejich zřizovatele. Systém finanční kontroly ve veřejné správě je ve veřejném zájmu a jeho smyslem je ujištění, že jsou veřejné prostředky vynakládány účelně, efektivně, hospodárně a v souladu se schválenými rozpočty.

Abstract:

The role of control/audit within the framework of the budget process is connected in the conditions of the municipal parts of the capital Praha with their mandatory duty to realize their financial management in conformity with the approved budget and with the duty to carry out regular, systematic and comprehensive audit of their financial management and management of the contributory organizations established by them for the whole budget year. This degree work is devoted to budgets of the municipal parts of the capital Praha from the point of internal and external audit of individual stages of the budget process and of the contributory organizations, where the municipal parts carry out financial audit focused on the budget process from the position of their establisher. The system of financial controls/audits in the public administration sector is in the public interests and is focused on assurance that the public funds are spent effectively, economically and in conformity with the approved budgets.
