Tato bakalářská práce je zaměřena na normotvorbu územní samosprávy. V praxi to znamená, že se jedná o obecně závazné vyhlášky obcí a krajů a také nařízení, která vydávají tytu subjekty. Součástí práce je též posouzení kompetencí jednotlivých orgánů obcí a krajů při vydávání těchto norem. Předmětem mnoha diskusí jsou kompetence státu vůči obcím. This bachelor thesis is focused on the creation of legislative norms of territorial autonomy. In practice this means that it is a generally binding regulations of municipalities and counties as well as regulations that instutions legislate.
