Consistency between international accounting standards of public administration with the Czech accounting municipalities, cities and counties

Abstract:

Bakalářská práce na téma „Soulad mezinárodních účetních standardů veřejné správy s českým účetnictvím obcí, měst a krajů“ je zaměřena na analýzu účetnictví ÚSC po reformě, komparaci IPSAS s českými účetními předpisy a výběr konkrétních IPSAS a jejich srovnání s českou legislativou. Úvodní část práce se věnuje úvodu do problému veřejného sektoru, jeho definici a více se zaměří na vybrané účetní jednotky. Mezi ně se řadí i územní samosprávné celky. Další kapitola je věnována účetním předpisům v České republice, kterými se vybrané účetní jednotky musí řídit. Úvod do mezinárodních účetních standardů pro veřejný sektor je zaměřen na historii vzniku IPSAS, jejich zveřejňování a na jakém základě jsou založeny. Část práce je věnována změnám v účetnictví územních samosprávných celků po reformě. Porovnává vliv účetních operací na výsledek hospodaření a rozpočet. Analyzuje účetní metody, kterými se musí územní samosprávný celek po reformě řídit. Praktická část je dále zaměřena na vybrané standardy IPSAS a jejich porovnání s českými účetními předpisy. Následující část obsahuje shrnutí společných a rozdílných znaků.

Abstract:

Thesis on the topic "Compliance with International Public Sector Accounting Standards with the Czech accounting of municipalities, cities and regions" is focused on the analysis of the reform of territorial self-governing units, accounting comparisons of IPSAS with Czech accounting legislation and select specific IPSAS and their comparison with the Czech legislation. The introductory part of the work is devoted to an introduction to the problem of the public sector, its definition and is more focused on selected business unit. Among these ranks belong the territorial self-governing units. The next chapter is devoted to the accounting rules in force in the Czech Republic, which is the selected entity must follow. Introduction to international accounting standards for the public sector is focused on the history of the origin of IPSAS, their publication and the basis on which they are based. Part of the work is devoted to the changes in the accounting of territorial self-governing units after the reform. It compares the effect of accounting operations on the net income and the budget. It analyzes the accounting methods, which must be after the reform obey all the self-governing units. The practical part is focused on the selected standards IPSAS and their comparison with the Czech accounting regulations. The following section provides a summary of the common and different characters.
