Reform of Public Administration from the Administrative Science Perspective

Abstract:

Disertační práce pojednává o reformě veřejné správy z hlediska správní vědy. Práce si klade za cíl systemizovat zpracovávané informace, zdůraznit některé méně známé teoretické souvislosti a navrhnout některé nové náměty pro další diskusi nad tímto velmi obsáhlým tématem. Mělo by se jednat o poznatky určené pro lepší pochopení této komplexní problematiky a v této souvislosti rovněž o poznatky určené pro případné použití de lege ferenda v procesu tvorby právních úprav určených pro veřejnou správu v České republice a o poznatky použitelné v procesu dalšího zkvalitňování celkového fungování veřejné správy. Důraz je kladen taktéž na současnou právní úpravu ve vybraných evropských státech. Je zkoumán především pojem „reforma veřejné správy“ a některé další příbuzné pojmy. Těžiště práce spočívá v české právní úpravě posledních let. Není opomenut důležitý vztah tématu k minulosti a hledání historických souvislostí vždy ve vztahu k současnosti a k současným problémům.

Abstract:

This doctoral thesis deals with the reform of the public service in light of the administrative science. The doctoral thesis proposes to create a logical system of relevant information, to emphasize less known theoretical connections and to draw up some new topics for the further discussion about this very deep theme. The empirical evidence should be useful for the better comprehension of this subject matter and also for the possible use de lege ferenda in the process of lawmaking of adequate legal regulations for the public administration in the Czech Republic, moreover, for the improving of the quality of the general operation of the public administration. The current legal regulation in selected European countries is also accentuated. The term „reform of the public administration“ and other related terms are studied mainly. The emphasis consists in the recent Czech legal regulation. The reference of this subject matter to the past and also looking for historic connections with the present and also current problems are not ignored.
