Costs optimalization of mobile telecommunication services of the Ministry of Labour and Social Affairs

Abstract:

Diplomová práce je zaměřena na analýzu mobilních telekomunikačních služeb resortu Ministerstva práce a sociálních věcí za rok 2011. Hlavním cílem je ověřit předpoklad, že při sjednocení těchto služeb na úrovni celého resortu MPSV dosáhnou zahrnuté organizace úspory nákladů z rozsahu a dojde ke zjednodušení struktury využívaných služeb. Kromě kvantitativního vyjádření dosažené úspory je také účelem práce tuto úsporu zhodnotit z kvalitativního hlediska a ukázat, jaké další výhody plynou z centralizace poptávky po mobilních telekomunikačních službách na úrovni resortu. V teoretickém základu se práce snaží přiblížit oblast řízení a optimalizace nákladů ve veřejné správě a odpovědět na otázky, jak efektivně řídit procesy ve veřejné správě a jak zamezit plýtvání s veřejnými financemi při zadávání veřejných zakázek.

Abstract:

This diploma thesis is focused on the analysis of mobile telecommunications services of the Ministry of Labour and Social Affairs in 2011. The main aim is to verify the hypothesis that the included organizations will achieve economies of scale and will simplify the structure of used services caused by the unification of these services within the entire resort of the MoLSA. In addition to the quantitative expression of the savings the object of this thesis is to evaluate the savings from the qualitative point of view and to show other benefits resulting from the centralization of demand for mobile telecommunication services. The theoretical basis of the thesis is trying to clarify the management and optimization of costs in the public sector and to answer the questions how to efficiently manage the processes in the public administration and how to eliminate the wasting of public money in the public procurement.
