The Character of Political Regimes in the Central Asian Republics

Abstract:

V práci "Povaha politických režimů středoasijských republik" se autor zabývá problematikou povahy politických režimů Kazachstánu, Kyrgyzstánu, Tádžikistánu, Turkmenistánu a Uzbekistánu. Po krátkém metodologickém úvodu se autor nejprve zabývá historickými souvislostmi vývoje středoasijského prostoru. Zkoumá existenci politických jednotek a jejich zárodků na území Střední Asie. Zabývá se existencí různých vzorců politického chování a politické správy a dále se zabývá vzájemnými vztahy různých vzorců politického chování a jejich následnou konvergencí. Autor dále popisuje postupné formování politických obcí a jejich mocenských elit v období od počátku ruské kolonizace až do konce existence Sovětského svazu. Poukazuje na vznik vertikálních mocenských struktur ve dvacátém století, které historicky navazují na tradiční ustálený model klanového a kmenového uspořádání. Dále konstatuje sled událostí, které z vnějších důvodů výrazně ovlivnily politické poměry ve Střední Asii, kam řadí jednak stanovení administrativních hranic svazových republik v roce 1936 a dále vznik nových států 1991. Autor se zabývá procesem formování politických obcí v takto vzniklých podmínkách a sleduje dominanci tradičních vertikálních politických struktur. Dále stručně popisuje režimní vlastnosti. Zabývá se povahou politické moci, její legitimací a vzájemnými souvislostmi mezi těmito aspekty režimů a historickými a sociálními souvislostmi. Na závěr se snaží definovat středoasijský režimní typ a stručně nastínit problémy jeho katalogizace.

Abstract:

In his thesis titled “The Character of Political Regimes in the Central Asian Republics”, the author addresses issues related to the character of the political regimes of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. Following a brief methodological introduction, the author initially discusses the historical circumstances of developments in Central Asia. He analyzes the existence of political units and their precursors on the territory of Central Asia. He examines the existence of different patterns of political behaviour and political administration and describes the mutual relations between different patterns of political behaviour and their subsequent convergence. The author then describes the gradual formation of political units and their power elites between the beginning of Russian colonial administration and the demise of the Soviet Union. The author highlights the emergence of vertical power structures in the 20th century that historically built on the traditional, deep-seated model of tribes and clans. The author then reviews the course of external events that significantly influenced the political situation in Central Asia, including the drawing of administrative borders between the Soviet Republics in 1936 and the establishment of new states in 1991. The author analyzes the process of forming political units (nations) under the said circumstances and examines the dominance of traditional vertical power relations. He then briefly describes the regimes’ characteristics, examining the nature of political power, its legitimization, its historical and social circumstances and the mutual relations between those aspects of the regimes. In conclusion, the author attempts to define a distinct Central Asian type of regime and to briefly outline the difficulties with its classification.
