Forming of local government in Kralupy nad Vltavou during 1918 - 1927

Abstract:

Předmětem této bakalářské práce je analyzovat a interpretovat vývoj a formování veřejné správy v nově vzniklé České republice, a to v letech 1918-1927, při zahrnutí všech klíčových dějinných souvislostí a platformy pro hypotetické otázky stojí tehdejší okresní město Kralupy nad Vltavou. Práce analyzuje formování samosprávy v Kralupech nad Vltavou v letech 1918-1927 na pozadí historického vývoje samosprávy v českých zemích. Poskytne souhrn poznatků k obecnému vývoji samosprávy v letech 1918 až 1927 v čsl. zemích, kdy se upravují volební pravidla, role starostů a do samosprávy více a více proniká dělnictvo a levice vůbec. Legislativně se počíná recepcí správní soustavy přes neúspěšnou cestu za župní správou a práce vrcholí popisem investičních akcí v Kralupech nad Vltavou a organizačním zákonem s 4. finanční novelou, nutnou k oddlužení samosprávných celků. Materiálem se analyzuje hypotéza měnícího se vlivu centrálních úřadů na pravomoci a rozhodování samosprávných celků.

Abstract:

The intention of this Bachelor`s document is to analyze and interpret the evolution and forming of the local governmentsin the new Czechoslovak Republic in the years 1918-1927, putting this evolution into historical consequences and the platform for hypotetical questions is the former district city Kralupy nad Vltavou. This document analyses and interprets the forming of local government in Kralupy n.V. in the years of 1918-1927 with the aspect of historical evolution of local governing in the czech territory. The work delivers broad sourcing of knowledge to the general development of local governments during those years, when the voting rules where adjusted, the role of mayors and into local governments is more and more involved labor and left side parties. By legslation, we begin with the reception of local administrative systems, through the unsuccesfull way to a new county organization and tis document culminates with a description of the investment projects i Kralupy n.V. and with the organization law with the 4th financial amendment necessary to decrease a debt of local governments. Throughout the material is seen changing influence of the central authorithies to change the rights and power of local governments.
