Abstract:

Cílem této bakalářské práce bylo zjistit, proč dochází k monopolnímu postavení Českých drah na trhu železniční dopravy a najít vhodnou strategii k odstranění tohoto jevu. Po důkladném prozkoumání trhu s železniční dopravou jsme došli k závěru, že příčiny vzniku tržního selhání musíme hledat jak v historických souvislostech, tak v selhání vlády České republiky, kdy nebyly umožněny rovné podmínky pro všechny dopravce. Dále byly odhaleny značné bariéry pro vstup do odvětví železniční dopravy zvláště ze strany současné legislativy. Jako veliký problém se jeví i nerovné podmínky mezi silniční a železniční dopravou, kdy stát dělá vše pro to, aby potencionální dopravce přinutil podnikat na silnici a ne s využitím železniční dopravní cesty. Posledním, ale zásadním problémem je finanční náročnost na údržbu a obnovu vozového parku. Na základě těchto zjištěných skutečností navrhuji tři základní opatření, která by měla být učiněna k dokonalejší liberalizaci na trhu železniční dopravy. Je zcela jisté, že tyto kroky bude muset učinit Parlament České republiky, jakožto zákonodárný orgán v této zemi.

Abstract:

The aim of this bachelor thesis is to find out why the company Czech railways is in a monopoly position on the market and find a suitable strategy that leads to elimination this phenomenon. After a thorough survey of the railway transport market we came to a verdict that both historical events and Czech government failure, when all the transporters are not given equal conditions, are causations of the market failure which Czech railways are in. Furthermore, significant bariers, which obstruct the entry into the market, were found. They mainly come from the current railway legislation. There are even unequal circumstances between railway and road transportation. The government forces the transporters to prefer using roads to using railways. The last but fundamental problem is financial expensiveness of rollingstock renewal. Based on these facts I suggest steps that the government should perform in order to liberalize the railway market. It is utterly clear that these steps should be performed by the chamber of deputies of Czech republic since it is the legislative authority in our country.
