Estimating the tax elasticity of selected taxes from the Czech tax system during 2004-2017

Abstract:

Tato práce pojednává o elasticitě vybraných daní. Cílem práce je změřit elasticitu na HDP u vybraných daní českého daňového systému za období let 2004-2017 a vyhodnotit faktory, které tuto elasticitu ovlivňovaly. První část práce pojednává o současném stavu poznání v této problematice. Druhá část popisuje metody pro výpočet daňové elasticity - oblouková elasticita a regresní analýza. Ve třetí části jsou vypočteny hodnoty elasticity všech vybraných daní za použití obou metod. Tyto hodnoty jsou pak komparovány s hodnotami z období let 1993-2003. V poslední části jsou všechny výsledky shrnuty a je diskutováno o faktorech, které je mohly ovlivnit. Mezi elastické daně patří daň z přidané hodnoty, spotřební daň z vína a meziproduktů a spotřební daň z tabáku a tabákových výrobků. Naopak mezi neelastické daně patří daň z příjmů fyzických i právnických osob, spotřební daň z minerálních olejů, piva, lihu a lihovin, a pojistné na sociální zabezpečení.

Abstract:

This thesis deals with the tax elasticity of selected taxes. The aim of the thesis is to determine the tax elasticity to GDP of selected taxes in the Czech tax system during the 2004-2017 period and to identify the factors that affected the tax elasticity. The first part of the thesis deals with the current state of knowledge in this area. The second part describes the methods for calculating a tax elasticity - buoyancy and regression analysis. In the third part, values of tax elasticities of all taxes are calculated using the both methods. These values are compared to values from 1993-2003 period. In the last part, all results are summarized and there is a discussion about factors that could affect the results. Elastic taxes include value-added tax, excise tax on wine and intermediates and excise tax on tobacco and tobacco products. Inelastic taxes include income tax, corporate tax, excise tax on mineral oil, on beer, on liquors, and social insurance.
