Analysis of economic motivation, legal environment and the role of government institutions in relation to the employment of selected groups of people in the Czech Republic in 2019

Abstract:

Diplomová práce se zaměřuje na zmapování situace osob pohybujících se na hraně mezi dávkovým systémem a přijetím nízko hodnoceného zaměstnání a na jejich možnosti vstupu na trh práce a na motivace, které u těchto jedinců hrají roli v jejich rozhodování. Dále se práce zabývá vymezením veřejnoprávních institucí a jejich rolí v oblasti politiky zaměstnanosti. Celá práce je okomentována podle platné právní úpravy. Praktická část práce se věnuje analýze určitých kategorií domácností, u kterých dochází k rozhodování mezi vstupem do zaměstnání za nízkou mzdu či setrváním ve stavu nezaměstnanosti a pobíráním sociálních dávek. Výsledky analýzy potvrzují domněnku, že zvyšování minimální mzdy má pozitivní vliv na snižování počtu příjemců sociálních dávek a rovněž na snižování objemu vyplácených finančních prostředků v rámci systému sociálního zabezpečení.

Abstract:

The thesis focuses on mapping up the situation of people deciding between living on the welfare system and accepting some low paid work. It examines the ability of long-term unemployed people to enter the labor market and the underlying motivation of their decision making. Furthermore, the work deals with the definition of public institutions and their roles in the field of employment policy. The whole work is commented according to the valid legislation. The practical part of the thesis is devoted to the analysis of specific categories of households, which are making the decision of either accepting a low paid work or remaining unemployment and collecting the welfare benefits. The results of the analysis confirm the assumption that raising the minimum wage has a positive effect of reducing the number of welfare benefits recipients as well as of reducing the financial outlay within the social security framework.
