Strategies of People Living in Socially Excluded Locality when Securing their Habitation, According to the Housing Policies of Local Municipality

Abstract:

Tato diplomová práce se zabývá vztahem sociálního vyloučení a bytové politiky. Snaží se odpovědět na otázku: Jaké jsou strategie obyvatel sociálně vyloučené lokality k zajišťování bydlení v návaznosti na opatření bytové politiky města? V rámci teoretické části vymezuje vznik sociálně vyloučených lokalit jako sociální problém se závažnými důsledky pro samotné sociálně vyloučené, ale i pro většinovou společnost. Hledá příčiny tohoto jevu a zaměřuje se především na vliv záměrné a nezáměrné politiky obcí. Zabývá se rovněž vznikem alternativních životních strategií, které chápe důsledek adaptace na život v sociálně vyloučené lokalitě a omezených životních příležitostí. V rámci práce byl proveden kvalitativní výzkum, který se zaměřoval na strategie obyvatel konkrétní sociálně vyloučení lokality k zajišťování bydlení. Analýza se poté soustředila na posuny v těchto strategiích a na faktory, které tyto strategie ovlivňují. Identifikuje opatření bytové politiky města jako jeden z výrazných faktorů, který může napomoci sociálnímu začlenění nebo naopak prohlubování sociálního vyloučení.

Abstract:

This diploma thesis investigates the relation between social exclusion and housing policies. It tries to answer the question: „What are the strategies of people living in socially excluded localities when securing their habitation, according to the housing policies of local municipality?“. The theoretical part of this work discusses the emergence of socially excluded localities as a social problem with serious consequences for the socially excluded people themselves, as well as for the major population. It aims to identify the causes of this phenomenon and discusses the impact on social exclusion of both intentional and unintentional housing policies of local municipalities. The work also deals with formation of alternative life strategies, which are understood as a consequence of adaptation to the life in socially excluded locality and limited life chances. As a part of this work, a qualitative research was performed, aimed at strategies of seeking habitation, with respect to people living in a particular socially excluded locality. The analysis was further concerned at evolution of the strategies and at certain factors that shape or change the strategies. It also identified some precautions of local municipality policies as one of the significant factors that could help to social integration or, conversely, to deepen the social exclusion.
